Duterte to issue mandate to keep drug personalities indoors

President Rodrigo Duterte on Saturday night said he will soon issue an order telling drug personalities to stay indoors or they will be killed.<br /><br />
"In the coming days, I will make it a must, a mandate na lahat kayo na natamaan ng droga 'wag kayong lumabas ng bahay. Wala man akong presuhan, pumasok kayo sa bahay ninyo, mag-lock kayo. Pagka lumabas kayo, p---inanyo papatayin ko kayo, 'pag nakita ko kayong lumabas," Duterte said during the San Beda Law alumni homecoming at the Bonifacio Global City in Taguig City as he announces how he plans to make the positive effects of his war on drugs permanent.<br /><br />
He made the statement after making a computation of how big is the illegal drugs industry in the country. From an estimate of P200 per day that three million addicts spend on drugs, he computed that the industry is worth at least P216 billion a year.<br /><br />
"Where do they get P200 to sustain their [addiction]? They rob, they kill, hold-up dito sa Manila. Medyo ngayon wala na, but that's only... for the moment lang 'yan, takot kasi eh. Wala na ang mga istambay... How de we make it permanent?" he said.<br /><br />
"Can we legislate [in] Congress, can we legislate fear, respect of the law? Wala. Hindi mo puwedeng tapik-tapikin 'Kawawa naman ang Pilipino, huminto ka na," he added.<br /><br />
GMA News Online is seeking a clarification from Malacañang on the President's latest pronouncement.<br /><br />
Duterte said in his speech that after careful validation with the help of all concerned law enforcement agencies, his administration has already finished validating a list of people in government, including mayors and barangay chairmen, policemen, members of the judiciary, who are involved in the illegal drugs.<br /><br />
He said that by the end of November, he will submit the report to the National Security Council, the Senate President and Speaker of the House of Representatives.<br /><br />
"Let us formulate [a plan] how to prevent a disaster for the next generation," he said, insisting that more than terrorism, drugs is the most serious problem in the country. "Droga ang pinaka because it would leave us in its wake so many insane persons."<br /><br />
He reiterated in his speech that before he became president, he was confident that he will be able to solve the country's drug problem in several months time.<br /><br />
"So noong nanalo ako, I named already known personalities. But to my horror, after the so many names that I mentioned, the final report of the PDEA (Philippine Drug Enforcement Agency), from all sources collated, from the national intelligence community, NBI, lahat. Binigyan ako ng kopya ganun kakapal, sabi ko medyo problema ito... Tinawagan ko ang Cabinet sabi ko hindi ko ito kaya," he said.<br /><br />
He added: "And even if assuming na sinasabi nila na pinapatay ko, sinasabi ko sa kanila I will run out of time and bullets because of this report."<br /><br />
Duterte had made a campaign promise to end criminality and the drug problem in the country in just six months. He had recently asked for another six months to fulfill this promise.

Ombudsman: Probe goes on for Trillanes’ raps vs Duterte

Senator Antonio Trillanes IV's plunder and graft complaints against President Rodrigo Duterte remain under investigation despite his presidential immunity from suit, Ombudsman Conchita Carpio Morales said on Friday night.<br /><br />

"As I said before, it is undergoing investigation," Morales told reporters after she delivered a scathing speech against these "trying times" at the University of the Philippines College of Law alumni homecoming.<br /><br />

Trillanes had accused Duterte of hiring ghost employees at the Davao City Hall when he was mayor.<br /><br />

She pointed out that Trillanes' complaints were filed before Duterte was elected president in May, citing it as a reason that an investigation can still be pursued even with his presidential immunity against suit.<br /><br />

"At the time the case was filed, he was not yet president," Morales said. "See, under the law, even if a person has immunity or even if he's impeachable, you still continue the investigation for purposes of determining whether there is misconduct."<br /><br />

Morales raised the possibility that if investigators found liability on his part, "there could be a basis for impeachment, if it amounts to the grounds of impeachment under the Constitution."<br /><br />

Yet, she stressed that she had already inhibited herself from the case, because of her relation to Duterte. Morales is the sister of Atty. Lucas Carpio, Jr., the husband of Court of Appeals Justice Agnes Reyes Carpio).<br /><br />

This makes her the aunt of Atty. Manases Carpio, the husband of Duterte's daughter, Davao City Mayor Sara Duterte.<br /><br />

When asked about the possibility of Duterte being probed for the spate of extrajudicial killings that characterized his government's bloody anti-narcotics campaign, Morales said she is not ruling it out: "Everything is possible."<br /><br />

"We don't discount any possibility that we'll spare him or indict him. There are many possibilities," she said."<br /><br />

MANILA – Ombudsman Conchita Carpio Morales on Friday said her office will continue to pursue an investigation against President Rodrigo Duterte despite his immunity from lawsuit as an impeachable official.<br /><br />
This came after Morales confirmed that the Office of the Ombudsman has acted on Sen. Antonio Trillanes' plunder complaint against the president. <br /><br />
Trillanes has accused Duterte of hiring ghost employees at the Davao City Hall when he was mayor.<br /><br />
Morales said the complaint was lodged when Duterte was not yet elected president. <br /><br />
Morales also does not know the status of the case after inhibiting from the investigations due to her family ties with the Dutertes. <br /><br />
The Ombudsman is Sara Duterte's aunt-in-law.<br /><br />

Iniimbestigahan ng Kamara ang mga alegasyong tumanggap si Sen. De Lima ng pera para sa kanyang kampanya noong nakaraang halalan mula sa mga drug lord na nakapiit na Bilibid at pati  na rin sa "drug distributor" na si Kerwin Espinosa.<br /><br />
Si Dayan umano ang bagman ng senadora noong Justice secretary pa lamang siya na kumukuha ng pera.<br /><br />
Giit ni Robredo, na party-mate ni De Lima sa Liberal Party, wala sanang problema kung tinutukan ng mga mambabatas ang isyu ng iligal na droga.<br /><br />
Sa pagdinig na tumagal mula umaga hanggang gabi noong Huwebes, inukilkil ng mga mambabatas ang mga detalye sa pitong-taong relasyon nina Dayan at De Lima, pati na ang mga personal na bagay gaya ng dahilan ng kanilang breakup at ang umano'y "intensity" ng kanilang pagmamahalan.<br /><br />
Ibinunyag din ang contact number at ang ilang mensahe ng senadora sa hearing na naka-ere sa telebisyon.<br /><br />
Sa pagdinig, sinabi ni Dayan na nakatanggap umano siya ng pera mula kay Kerwin Espinosa para kay De Lima. Sinabi rin niyang pinayuhan siya ng senadora na magtago muna at huwag pansinin ang subpoena ng House of Representatives.

Black Friday protest at the Luneta ends peacefully

As quickly as they assembled, groups protesting the burial of late strongman Ferdinand Marcos at the Libingan ng mga Bayani Friday night dispersed promptly and peacefully.<br /><br />

The Black Friday Protest in Luneta ran for six hours under the intermittent rain.<br /><br />

Organizers said that the numbers swelled to 15,000.<br /><br />

The main program, marked by speeches by Martial Law victims and personalities opposing the burial, ended past 8 p.m.<br /><br />

Hundreds of protesters stayed for the "concert," where activists sang "Bayan Ko," and performed spoken word poetry.<br /><br />

Before finally dispersing past 10 p.m., the protesters picked up what trash was left behind in the area.<br /><br />

A markedly smaller group President Rodrigo Duterte supporters also staged a counter-protest across the Black Friday Protest.<br /><br />

They dispersed at around 7:45 p.m. <br /><br />

MANILA - A congressional inquiry that pried into the sexual relations between Sen. Leila de Lima and her former driver had "no malice" or intention to shame, a House leader said Friday.<br /><br />
Deputy Speaker Fred Castro said he wanted to "test the credibility" of Ronnie Dayan, who alleged Thursday that he had collected money for De Lima from confessed drug lord Kerwin Espinosa in 2014.<br /><br />
"Walang malisya ang aking pagtatanong... walang regrets. I stand by my questions," Castro told ABS-CBN News.<br /><br />
The congressman asked Dayan if his love for De Lima was "pure, strong and everlasting" ("wagas, dalisay at matatag").<br /><br />
Castro also wanted to know if the relationship satisfied the "demands of the flesh" ("pagpawi sa init ng katawan").<br /><br />
Majority Leader Rodolfo Fariñas used storm signals to ask how intense the relationship was, saying at one point: "Ano ang pinakasukdulan at pinakamataas na signal na inabot 'nyo?"<br /><br />
Dean Soledad Mawis of the Lyceum School of Law questioned the "materiality" of such questions since congressmen were supposedly inquiring about drug trafficking at the state penitentiary to review existing legislation.<br /><br />
"Anong 'in aid of legislation' ang pinatutukoy ng mga nangyari kahapon?" said Mawis, who specializes in family law.<br /><br />

Castro said perceptions that congressmen "feasted on" or "ridiculed" De Lima were only "incidental" to the inquiry into illegal drug activities.<br /><br />
Castro said he came to the conclusion that Dayan was "probably telling the truth" about De Lima because he testified despite their 7-year relationship.<br /><br />
"Ang isa bang tao na meron kang utang na loob ay pwede mong ipagkanulo dahil lamang sa pananakot, sa gantimpala, o sa kung ano pang konsiderasyon o kahit ano pang pwersa?" the congressman said.<br /><br />

Protesters bucked the rains to show up at Rizal Park on Friday for a rally against the clandestine burial of late former President Ferdinand Marcos at the Libingan ng mga Bayani.<br /><br />

Wearing black, rallyists began arriving separately from Taft Avenue and Liwasang Bonifacio, chanting: "Nandito na ang sambayanan!"<br /><br />

A program began at 4 p.m.<br /><br />
Chants of "Marcos, Hitler, diktador, tuta!" also echoed in the crowd.<br /><br />
Some protesters were still in their uniforms as they came directly from their schools.<br /><br />
Proudly waving their "Marcos hindi bayani" signs were students from St. Scholastica's College, University of Sto. Tomas, University of the Philippines Diliman, UP Manila, Adamson University, and Polytechnic University of the Philippines . <br /><br />
Members of the Health Alliance for Democracy (HEAD), Kilusang Mangbubukid ng Pilipinas, ACT Teachers Partylist, and GABRIELA also participated in the protest.<br /><br />

Duterte accountability<br /><br />
Before heading to Luneta, youth group Anakbayan demonstrated at Mendiola outside the Malacañang compound to take into task President Rodrigo Duterte for allowing the late dictator to be buried at the heroes' shrine.<br /><br />
“Today youth and students and people from all walks of life unite to hold the Duterte regime accountable for giving a hero’s burial to a dictator, plunderer, and human rights violator. Today we link arms to denounce Duterte’s unholy alliance with the Marcoses,” said Anakbayan National Chairperson Vencer Crisostomo.<br /><br />
Hours before, members of the Alpha Phi Omega fraternity at the University of the Philippines-Diliman campus held their annual Oblation Run, parading naked to protest the Marcos burial.<br /><br />
"We call on our government to truly serve the people, to protect the freedoms for which many have fought and died, and pay homage to those heroes by never forgetting the dark chapters of our history while moving towards a more just future," the fraternity said in a statement.<br /><br />
The annual Oblation Run traces its roots in 1977 when APO members ran naked in support of stage play showing the atrocities of Martial law.<br /><br />
"This proud tradition of our fraternity was born out of an earnest desire to bring attention to truths hidden, to wake the consciousness of the Iskolar ng Bayan and urge to take action," APO said in a Facebook post.<br /><br />
Afterwards, students from UP Diliman assembled at Palma Hall before proceeding to Luneta.<br /><br />
"I am not suspending classes but am requesting faculty and work supervisors to excuse students and staff who participate in the Luneta rally," said UP Diliman Chancellor Michael L. Tan.<br /><br />
"The University Student Council and the All UP Workers Union will provide certification for those who attend."<br /><br />
Necessary coordination<br /><br />
Bayan Secretary General Renato Reyes, one of the organizers of the anti-Marcos rally in Luneta, said they have ironed out all the details for the security of protesters.<br /><br />
"We already made all the necessary coordination with the mayor, with the park administration. Wala naman kaming ineexpect na unusual," he said.<br /><br />
He said that they are expecting some protesters to set up tents in the area due to the drizzle.<br /><br />
Protesters started to arrive in Luneta as early as 2:30pm.<br /><br />
Duterte, meanwhile, had previously assured the safety of supporters.<br /><br />

“It is respectfully prayed of this Honorable Tribunal to direct the COMELEC to furnish the protestant and the other interested parties in this case with …… the results of the decryption of the SD cards from (1,356) units of contingency VCMS, which were found to contain data during the said closure/stripping activities," the six-page manifestation filed before SC sitting as the Presidential Electoral Tribunal (PET) stated.<br /><br />
George Erwin Garcia, counsel of Marcos, said the fact that many of the supposedly “unused” SD cards were found to have data during the stripping activities for 1,356 units of contingency Vote Counting Machines (VCMs) bolstered their position that mere physical examination is not enough to prove that they were not used in the last elections.<br /><br />
“With all due respect, the presence of data stored in the SD cards, which were retrieved from the 1,356 units of contingency VCMs, bolsters the position of protestant Marcos that the mere physical examination of the subject VCMs, boxes, seals, stickers and SD cards is indeed inadequate to prove that the same were not used in the 9 May 2016 Elections,” he said.<br /><br />
The Commission on Elections had conducted the stripping activities on October 26 and November 2 after it decided to release the 1,356 VCMs to Smartmatic claiming they were not covered by the Precautionary Protective Order (PPO) since they were not used and/or not deployed in the May elections.<br /><br />
The PPO issued by SC enjoins Comelec to preserve all election materials used in the last elections. Marcos' camp said this precluded the poll body from conducting the said activity without court approval.<br /><br />
It was later discovered that many of SD cards in the supposedly “unused” VCMs were found to contain data during the stripping activities conducted by the poll body and Smartmatic.<br /><br />
Garcia told the SC that they did not take part in the stripping activities conducted because it is their position that the Comelec should have first secured authority from the PET before carrying out the stripping activities.<br /><br />
“The objection of protestant Marcos was based on his position that the one thousand three hundred fifty-six (1,356) units of contingency VCMs were covered by the PPO dated 12 July 2016, and that this Honorable Tribunal has not issued any explicit approval to the closure/stripping activities.<br /><br /> Moreover, the conduct of mere physical examination of the subject VCMs, boxes, seals, stickers and SD cards is inadequate to prove that the same were not used in the 09 May 2016 Elections,” he said.<br /><br />
He added even with the subsequent approval of the PET to conduct the stripping activities, they still reserve their right to question the propriety and legitimacy of the said undertaking.<br /><br />
With their non-participation in the stripping activities so as not to render their objection moot, Garcia said they do not have copies of the Minutes of the Proceedings and other documents in relation to the activities which would guide them in their next course of action.<br /><br />
“On this score, and in order to guide protestant Marcos on the appropriate course of action to remedy his precarious situation, he would like to request this Honorable Tribunal to direct the Comelec to furnish him and the other interested parties in this case with copies of the Minutes of the Proceedings and/or Transcript of Stenographic Notes taken during the closure/stripping activities conducted on 26 October 2016 and 02 November 2016,” he said.

MANILA - The head of the Catholic Church in the Philippines has urged his fellow prelates to speak up and stand up amid a bloody war on drugs and proposed laws that will affect the right to life and the Filipino family. <br /><br />
In his latest pastoral letter, Catholic Bishops' Conference of the Philippines (CBCP) President Archbishop Socrates Villegas insisted that the Church has the responsibility to be "prophetic" and preach for a just society especially in these "troubled times." <br /><br />
"We dare not speak, lest we be shamed, chastised, ridiculed," the archbishop said. <br /><br />
This, he said, is the reason why bishops, priests and the religious should not shy away from voicing their opinions. <br /><br />
"We have a Gospel to preach," Villegas added. "We will do so, in season and out of season. We are enemies to none. We endeavor to be merciful."<br /><br />
The five-page letter, dated November 22, is in response to the current socio-political landscape. <br /><br />
It was released days after the controversial burial of former dictator, President Ferdinand Marcos, at the Libingan ng mga Bayani last Friday, a move which the CBCP has condemned.<br /><br />
The pastoral letter did not mention this event but it discussed other issues like the alleged extra-judicial killings under the Duterte administration, end of labor contractualization, Reproductive Health Law, and a number of pending legislation such as the restoration of the death penalty and the anti-discrimination bill.

CONTINUING OPPOSITION<br /><br />
Once again, Villegas criticized the government's war against drugs which according to him has disregarded the rights of the many. <br /><br />
"The daily reports of suspects and detainees shot by law-enforcers supposedly because 'nanlaban sila' or 'nang-agaw ng baril' are very disturbing and truly distressing," the archbishop said. <br /><br />
According to the ABS-CBN Research and Investigative Group, 2,123 were killed in drug-related incidents, as of October 18; 1,227 of them died during police operations.<br /><br />
Meanwhile, while the Church acknowledged the plight of those who are discriminated because of their gender and sexual orientation, Villegas warned that legislative measures pertaining to this might lead to the enactment of same-sex marriage in the country.<br /><br /> 
"We sense a threat to the institution of marriage and to the family as we have always known it, proposals that make same-sex unions analogous to and treated in the same manner by the law as marriages," Villegas said.

MANILA, Philippines - The persecution of the Catholic Church in the Philippines remains rampant and it includes attempts to stop church leaders from getting involved in socio-political affairs, an official of the Catholic Bishops Conference of the Philippines (CBCP) said yesterday.<br /><br />

“The separation of the church and state is a mandate of the Philippine Constitution.  But there is nothing in church law that bans us from guiding people with political education,” CBCP president and Lingayen-Dagupan Archbishop Socrates Villegas told a press conference during the launch of the Aid to the Church in Need (ACN)-Philippines.<br /><br />

Villegas said the church could not be silenced as it would mean “betraying our mission.”<br /><br />

“It is not in the nature of the church to stay quiet because the mandate that we received from the Lord before he ascended to heaven is to go and tell all nations the gospel and baptize in the name of the father, of the son and the Holy Spirit,” he said.<br /><br />

Asked if the government is behind such persecution, Villegas said there is not one group responsible for it. <br /><br />

“The persecution of the church can even happen because of insiders in the church. It is not limited to the government, atheists and non-Catholics. It happens. As I said, for 2,000 years the church had always been persecuted. This is not new to us,” he said. <br /><br />

Villegas said bashing in social media and fake websites, where ”truth is made to appear as a lie and lies are made to appear as truth” are other forms of persecution of the church. <br /><br />

“That is a culture of rationalization, false reasons to make something sinful look good. Persecution does not always result in bloodshed. Sometimes it can take the form of a good name destroyed, threatened, silenced or ostracized. It’s also happening in our country,” he said.<br /><br />

Villegas also cited the suffering of Catholics in Mindanao where priests and missionaries are being kidnapped for ransom.<br /><br />

He said this is the reason why the Catholic Church in the Philippines welcomes the establishment of ACN in the country. The group serves persecuted Catholics around the world.

A Malacañang official on Thursday clarified President Rodrigo Duterte’s remarks about same-sex marriage being allowed in the United States. <br /><br />
In a statement, Communications Secretary Martin Andanar said there was “absolutely no truth to the insinuation” that Duterte questioned the principles of the US in upholding same-sex marriage. <br /><br />
“The statements of the President referred to countries such as the United States, which gave aid and assistance to those in need, but only upon certain conditions,” Andanar said. <br /><br />
“The President was calling out the United States, which, he said, would offer aid and assistance to countries in need, such as Liberia, but only upon compliance with certain conditions lobbied and thereby imposed by local pressure groups, such as LGBTs,” he added. <br /><br />
“The President found it appalling that when such conditions were not met, the United States would unilaterally withdraw the aid and assistance, regardless of whether such withdrawal would cost lives and cause damage to the beneficiary,” Andanar further said. <br /><br />
In a news conference early Thursday morning upon his arrival from Peru and New Zealand, Duterte went on a tirade about the US when he was asked about a "new world order" with Russia and China, and whether he has forgiven US President-elect Donald Trump in calling the Philippines as a terrorist nation. <br /><br />
“They have groups there. The LGBT, they go to State Department guys, they go to Liberia. And offer aid and assistance but they said come out with the law that would allow same sex marriages,” Duterte said. <br /><br />
“What happened? Where are the principles that the, the builders of America -- they are lost along the way,” he said. <br /><br />
According to Andanar, Duterte continues to uphold the rights of the lesbian, gay, bisexual, and transgender (LGBT) community. <br /><br />
“The President has remained steadfast in respecting the rights of LGBTs, evident in his pioneering programs while still a local executive. He will continue to uphold their rights and protect their well-being as the Chief Executive,” Andanar said.

MANILA - Ronnie Dayan, the former driver and alleged bagman of Senator Leila de Lima, said the lawmaker gave him over P2 million to build his house in Urbiztondo, Pangasinan sometime during their seven-year relationship.<br /><br />
He also clarified that he built an orange house in Urbiztondo, and not a much larger White House allegedly owned by his brother-in-law, an OFW.<br /><br />
In a four-page affidavit, Dayan narrated that his relationship with De Lima started several months after he was hired as a driver and security aide of her law office in 2007.<br /><br />
He said De Lima's child was aware of their relationship and that the senator knew that he was married.<br /><br />
"Alam din po ni Ma'am na may asawa po ako noong panahong iyon. Kasal po ako since 1991 noong ako po ay nag-apply bilang security-driver ni Ma'am sa kanyang law office," he said.<br /><br />
(Ma'am knew that I have a wife at the time. I was married since 1991 when I applied as Ma'am's security-driver in her law office.)<br /><br />
He added that he continued being De Lima's aide when she was appointed as Commission of Human Rights (CHR) chairperson in 2008 and secretary of justice in 2010.<br /><br />
Dayan said he started living with De Lima in Parañaque in 2010.

"Tungkol naman po sa bahay sa Pangasinan na regalo daw po ni Ma'am, ang totoo ay noong 2007, humingi ako kay Ma'am ng P120,000.00, pambili nung lupa.<br /><br /> Sa patayo ng bahay, nasa P800,000.00 ang nanggaling sa ipon ko ay yung P2,000,000.00 galing kay Ma'am," read Dayan's statement, which did not indicate whether the amounts were a loan or a gift.<br /><br />
(About the house in Pangasinan that Ma'am allegedly gave me, the truth is in 2007, I asked Ma'am for P120,000 to buy the land. For the construction of the house, P800,000 came from my saving while P2 million came from Ma'am.)<br /><br />
During questioning, Dayan clarified that he owns an orange house in Urbiztondo and not a white house. He said the White House is owned by his sister.<br /><br />
"Yung orange dun, yun ang bahay ko po, Sir," he said.

"Minsan noong humingi ako ng pera kay Ma'am, kumuha na lang siya roon sa pinaglalagyan niya ng paper bag. Sabi ko, magde-day-off na ko, wala na akong pera. Magbibigay siya, P25,000.00 to P30,000.00," he said.<br /><br />
(I once asked for money from Ma'am, she got some from a paper bag. I told her I will be on my day off and I don't have any money. She gve me P25,000 to P30,000.)<br /><br />
END OF A 7-YEAR AFFAIR<br /><br />
Daya said he had a falling-out with De Lima a few months before 2015. He said it was soon after that he learned of De Lima's alleged affair with another aide, Warren Cristobal.<br /><br />
"Bago pumasok yung 2015, nagkalabuan na kami ni Ma'am. Kesyo hindi na daw masaya sa pagsasama namin, lagi kasing bangayan, at laging nag-aaway kami," he said.
(Before 2015 came, Ma'am and I had a fallout. She was no longer happy in our relationship because we were always arguing.)<br /><br />
"Kaya noong nabalitaan ko na iyung isang hagad niya, na ang pangalan ay Warren Cristobal, ang bagong boyfriend niya, nasampal ko siya nang bahagya si Ma'am. Sabi ko, 'Uubusin mo yata kaming mga security mo, ah.'"<br /><br />

Reading his signed affidavit, Dayan said he slapped De Lima, then secretary of Justice, when he found out that she had a new boyfriend, who was also a member of her security team, following the rough patch in their relationship before 2015.<br /><br />

"[N]agkakalabuan na kami ni ma'am (De Lima). Kesyo hindi na daw kami masaya sa pagsasama naming (sic), lagi kasing bangayan, at laging nag-aaway kami," he said.<br /><br />

"Kaya nu'ng nabalitaan ko na 'yung isang hagad niya, na ang pangalan ay Warren Cristobal, ang bagong boyfriend niya, parang nasampal ko siya nang bahagya si Ma'am. Sabi ko, 'Uubusin mo yata kaming mga security mo,'" he added.<br /><br />

The confession was met with laughter.<br /><br />

From there, Dayan said he seldom showed up for work at the DOJ and went to cool off in Pangasinan.<br /><br />

"Tapos nag-text siya, 'Pumunta ka sa Maynila, may pipirmahan ka. Kasi hindi ka pumapasok, sumusuweldo ka,' sabi niya. Sabi ko, 'Isang beses lang ako sumuweldo nitong January, nu'ng 15 lang. Nu'ng 30 hindi na ako sumuweldo. Wala nang pumasok sa ATM ko,'" he said.<br /><br />

He said that when he appeared before De Lima after this, she forced him to resign, which was apparently also their break-up.<br /><br />

"Tapos nu'ng pumunta na ako, resignation na. Sabi ko kay ma'am, 'Pinagre-resign mo na ako na parang nagpapalipas lang ako ng sama ng loob sa Pangasinan,'" he said.<br /><br />

Dayan recalled De Lima telling him: "'Nakakahiya kasi... at saka tama na rin ito para iwas gulo.'"<br /><br />

"'Okay, para wala na ngang talagang gulo. Ayaw ko ng gulo,' sabi ko. Pinirmahan ko 'yung resignation letter mga katapusan ng February 2015—kung baga, pinuwersa niya akong mag-resign," he said.<br /><br />

Dayan said he and De Lima had an affair for seven years, starting a few months after he started working for her as driver-bodyguard in 2007.

Change to federalism should be through con-con, constitutionalist tells House

A former Commission on Elections (Comelec) official who was among the framers of the 1987 Constitution on Wednesday backed the House of Representatives' decision to amend the Charter through a Constituent Assembly or Con-Ass.<br /><br />
Rene Sarmiento, representing the Parish Pastoral Council for Responsible Voting (PPCRV), said after almost three decades and five presidencies, "the 1987 Constitution now merits amendments."<br /><br />
"The PPCRV proposes that the amendments be done by Congress sitting as a Constituent Assembly," Sarmiento told the House Committee on Constitutional Amendments.<br /><br />
Sarmiento, however, said a Constitutional Convention should be chosen to amend the Charter if the PPCRV would eventually favor federalism.<br /><br />
"The PPCRV has still to discuss the issue of federalism in the Board of General Assembly. This writer proposes that in the event the PPCRV favors federalism, the mode of changing the Constitution is by revision thru a Constitutional Convention," said Sarmiento.<br /><br />
Sarmiento proposed the following amendments to the Constitution:<br /><br />
<div>-reducing the voting age from 18 to 16 years old</div>
<div>-giving the Commission on Human Rights the power to prosecute</div>
<div>-removing the quasi-judicial function of the Comelec so that it can focus on its executive and administrative functions of supervising elections
<div>-quota for women representatives in Congress</div>

Last month, the House panel approved a motion calling for Congress to convene into a Constituent Assembly to amend the 1987 Constitution. <br /><br />
Con-ass and Con-con are two out of only three modes of changing the Constitution. In a Con-ass, members of Congress are convened to amend the Constitution.<br /><br />
In a Con-con, the people who will amend the Charter will be elected by the people.<br /><br />
The third alternative is a "People's Initiative," or a petition of at least 12 percent of the total number of registered voters. Every legislative district must also be represented by at least 3 percent of the voters there.<br /><br />
