Number of firecracker injuries drops by 38% —DOH exec

From December 21 to 30, the number firecracker injuries was now at 116 or 38 percent lower than the 187 cases in the same period last year, a Health official said.<br /><br />
In a report on dzBB, Department of Health spokesperson Dr. Eric Tayag also said that of the 116 injured 89 were children.<br /><br />
Piccolo firecracker was still the top cause of injuries, with 69 out 116 cases, Tayag added.<br /><br />
Also, Tayag said that all government hospitals are on Code White in preparation for the expected rise in the number of firecracker injuries during the New Year revelry.

While the nation was preparing to welcome 2017, President Rodrigo Duterte on Saturday urged Filipinos to be part of the government's campaign against the "ills" of society to attain peace and development.<br /><br />
"I invite everyone to be our government's partner in our fight against illegal drugs, criminality, and corruption; and in attaining peace and development in our country," Duterte said in his New Year message.<br /><br />
The President also called on the people to improve the country's business environment so that working overseas will no longer be necessary among many Filipinos.<br /><br />
"Let us work together to enliven our business environment by attracting more investments and creating more job opportunities for our people so that, in the near future, working abroad would only be an option for our 'kababayans' and not a necessity."<br /><br />
"The achievement of these goals will reclaim order and safety in our communities and will enable us to restore the public's trust in government and in our capacity to serve," he added.<br /><br />
Duterte also said that while many Filipinos may soon "forget the events of the past year" the government will not. <br /><br /> 
"...We in government, it is our solemn duty to evaluate our work and make sure that its gains redound to the common good." <br /><br />
"One year has ended and another has taken its place. Soon, we will be once again preoccupied [with] our daily grind and usual day-to-day activities." <br /><br />
The President also noted that "there is no greater happiness than spending time with loved ones during the holiday season. I hope that we will enjoy this time of the year by demonstrating love, solidarity, understanding, happiness, and optimism towards our personal ambitions and national aspirations," he said.<br /><br />
Duterte ended his message with a positive note: "Let us all welcome 2017 with renewed determination and reinvigorated spirit so that we can surmount the challenges ahead. I wish all of us a fruitful and meaningful New Year."

Manila residents speak out about Duterte’s war on drugs

President Rodrigo Duterte completes six months in charge on Friday, with the rising death toll from his war on drugs showing no sign of easing.<br /><br />
More than 6,000 people have been killed in the anti-narcotics drive since he took power, about a third in police operations with the rest still being investigated. Many are believed to be vigilante murders, which Duterte has refused to condemn.<br /><br />
The former crime-busting mayor of the southern city of Davao had said that the war on drugs would be over within six months but has since pushed back the deadline. Last month he said that he will continue "until the last pusher drops dead."<br /><br />
His hardline measures have been criticized by many, including the United States and the United Nations, but Duterte retains a "very good" opinion poll rating at home, the Philippine Social Weather Stations survey group said this month.<br /><br />

"Our business has really suffered. People are afraid to go out. At dawn we only have few customers. At least, there are fewer drug addicts and drug pushers."<br /><br />
Ronaldo David, 49, police officer:<br /><br />
"My load in filing cases in the office has been reduced. I am now more focused on educating people and in prevention."<br /><br />
Cristine Angelie Garcia, 24, call center agent:<br /><br />
"Maybe there is another way where people do not need to die," she said, adding she felt safer walking the streets at night.<br /><br />
"I'm on Duterte's side. Maybe he's just misunderstood because he grew up on the streets."<br /><br />
Rosalina Perez, 41, from Tondo district. Perez is the sister of Benjamin Visda, who was killed by police during a drug investigation:<br /><br />
"At first, we liked what he (Duterte) was doing. But as it went on I started to question what he was doing. Everyone who wants to change are just killed. They are not even given a chance to explain themselves to the authorities."<br /><br />
Weng Ruda, 36, mother of three. Lives in a slum at the foot of Payatas dumpsite in Quezon City:<br /><br />
"I like that he is very tough. There are no children loitering around now. They also avoid picking up bad habits."<br /><br />
Zainab Omar, 41, teacher, from Taguig City:<br /><br />
"The children are safer now. Parents used to accompany their children to school before Duterte sat as president. Now they let their children go to school by themselves."<br /><br />
Graciano De Leon, 19, parking attendant, from Paranaque City:<br /><br />
"What he is doing is good. He gave jobs to many people and many are happy with him. I just don’t know about the families (of those killed) if that is good for them."<br /><br />
Marianito Navarra, 54, village watchman in Pasay City:<br /><br />
"I pity the families of those who are killed, especially those who really had nothing to do with crime. There have been a lot of people who were killed that weren’t really involved with drugs. They should just arrest them."<br /><br />
Bobby Dela Cruz, 54, Catholic priest and former drug addict:<br /><br />
"These people (drug addicts) are fighting for their lives. They need our help. We must help these people."<br /><br />
Jose Cecilia Jr., 51, owns a trucking company, from Santa Rosa town in Laguna province:<br /><br />
"I give one hundred percent for Duterte. He's the only president who is fighting the drug lords and other syndicates in our country."<br /><br />
Kimee Enciso, 21, student, from Quezon City:<br /><br />
"When it comes to him being too tough, I think it is just right. He’s our leader and he’s only doing it for our sake."<br /><br />
Orly Fernandez, 64, operational manager at Eusebio Funeral Services in Navotas City. Fernandez lives in the funeral parlor:<br /><br />
"Before maybe we pick up one body per day, now we get around two or three bodies a day."<br /><br />
Sandro Gabriel Jr, 34, grave digger at Pasay Public Cemetery:<br /><br />
"A lot of people who have been shot have been buried here. More than 40 people have recently been buried here," he said.<br /><br />
"...I am not saying Duterte should keep killing people. But for us, we will keep working as long as there is work."

President Rodrigo Duterte announced that he used money intended as contribution to his campaign during this year's elections as gifts to barangay officials in his hometown of Davao City, where he served as mayor for 23 years.<br /><br />
In a speech delivered during a Christmas gathering at the Almendras Gym in Davao City on Tuesday night, Duterte said he would give each of them grocery packs and cash gifts amounting to P10,000 for barangay captains and P3,000 for barangay councilmen.<br /><br />
"Nakadawat naman siguro mo. Dugangan nalang nato. Bong, kay Presidente naman ang muhatag, 50,000 kada usa, Bong. Naa moy gamay nga madawat. Naminaw man siguro ang taga-Manila. Atong painggiton. Tag-100,000... ka pitik. Dili. Naa moy makuha. Ayaw lang mo pangutanag kwarta kay dili man ni graft and corruption kay sayo pa," Duterte joked as he called Special Assistant to the President Sec. Christopher "Bong" Go amid cheers from the crowd.  <br /><br /> 
[I think you have already received gifts. Let's add more to that. Bong, because the giver is a President, give them P50,000 each, Bong. You will receive a small amount. I think people in Manila are listening. Let's make them jealous. You will get 100,000... flicks. No. You will receive. Don't ask about the money because this is not graft and corruption because it is too early.]<br /><br />
The President then explained that the money he was about to give was from a politician who wanted to contribute to his campaign.<br /><br />
However, he did not accept the money. He tried to return it but the politician did not accept it back.<br /><br />
"Ani ni. Naay nihatag nako niadtong sa eleksyon nga pulitiko. Wala nako dawata ang kwarta. Di pud niya dawaton. Ingon siya, 'Diha lang na siya sa imo'. Wa nako gi-report nga contribution because I did not accept it. Karon amigo na nako ang bana, dili tong anak. Ingon siya nga, 'Sabi ng father-in-law ko, ikaw na ang bahala niyan,'" Duterte said.<br /><br />
[This is what happened. A politician gave me money during the elections. I did not accept it. He would not accept it back either. He said, 'Keep it with you.' I did not report the contribution because I did not accept it. Now, I am friends with the husband, not the daughter. He said, 'My father-in-law said it is up to you']<br /><br />
"Mubusina ko kay Pasko, manghatag man gyud ko, wala man koy ikahatag. Office of the President has none. I have no money. Maypa ang mayor. A mayor can give you operational expenses, intelligence fund, in which ang akong gibuhat niadto and I was satisfied because we were able to make Davao City peaceful. Kabalo ko nga wa nako," Duterte explained.<br /><br />
[I always try give during Christmas but I have nothing to give now. Office of the President has none. I have no money. At least, a mayor can give you operational expenses, intelligence fund, in which I did before and I was satisfied because we were able to make Davao City peaceful. I know I have nothing]<br /><br />
Duterte also revealed that he gave to hospitals some of the money given to him by the unnamed source.<br /><br />
He also reserved an amount for the officials of the 182 barangays in Davao City.<br /><br />
"Some of the money, gihatag nako sa mga, gigasto nako sa mga, hatag ko sa mga ospital. Tanan. Unya hatag pud ko almost all. Unya kaning inyo, nagreserba gyud ko because you know, I could have not been mayor kung wala pud mo mutabang sa ako," the president said.<br /><br />
[Some of the money I have to hospitals. All. Then, I reserved some for you because you know, I could have not been mayor if you did not help me]<br /><br />
Before moving on to another topic, Duterte assured the barangay officials that the gift-giving is not a form of graft and corruption because the money is not from government anyway.<br /><br />
"Ayaw mo ug kaguol nga graft and corruption because this is not the money of the government. It is money given to me which I tried to return, wala pud dawata. So, then niingon sila nga imo nalang na for charitable or whatever. So ako nalang nang ihatag sa inyo," Duterte said.<br /><br />
[Do not fret that this could be graft and corruption because this is not the money of the government. It is money given to me which I tried to return but was also not accepted back. So, then they said that I could use it for charitable purposes. So I gave the money to you]<br /><br />
He added that he could not declare the money as part of his income because he only served as a temporary guardian.<br /><br />
"Dili pud nako ibutang sa akong income kay dili na nako income. Gigunitan lang na, in trust. Eventually, ako ang nagbuot asa nako ihatag. It is not income on my part. Hindi ko pera iyan," he said.<br /><br />
[I could not declare it as part of my income because it was not an income. I just kept it, in trust. And eventually, I decided where to give it. It is not income on my party. That is not my money]<br /><br />
"Marami akong nahawakan. Iyong iba, sinauli ko, tinanggap nila, iyong iba, hindi. So I'm just making public what is really the truth para wala koy taguon," Duterte added.<br /><br />
[I have held a lot of money. Some, I returned, they accepted it back. The others, they did not. So I'm just making public what is really the truth so I would not hide anything]

Vice President Leni Robredo is helping relief operations for victim's of Typhoon "Nina"

MANILA - Vice President Leni Robredo is helping relief operations for victim's of Typhoon "Nina" (international name: Nock-Ten) in the Bicol Region, her office said Monday.<br /><br />
Robredo is helping coordinate the relief from the US, where she is on a break that was planned a year before "Nina" hit, according to her spokesperson, Georgina Hernandez.<br /><br />
A team from the Office of the Vice President has been dispatched to the affected areas as relief supplies are being collected, Hernandez said.<br /><br />
"Vice President Leni Robredo has been monitoring and directing the Office of the Vice President to work with regional officials and agencies in setting up local relief centers for immediate emergency response on the ground," Hernandez said in a statement.<br /><br />
Robredo, who hails from Naga City at the heart of the Bicol peninsula, tweeted on Sunday, Christmas Day, that a relief operations center would be set up in the city.<br /><br />
"We're setting up a Relief Operations Center first thing tomorrow at our former District Office at the Naga City Hall Compound."<br /><br />
According to Boom Enriquez, head of Robredo's communication and media team, funding for the relief operations came from donations from private partners that are being coursed through the Kaya Natin! Movement for Good Governance and Ethical Leadership.<br /><br />
The movement is spearheading the "Taskforce Tindog Bikol" relief operations.<br /><br />
Hernandez said Robredo's office is also coordinating with Angat Buhay partners and other private sector groups for food and non-food items that can be transported to Bicol.<br /><br />
"While we have faith in the resilience of our people, we still call on the Filipino public to help out in the on going relief efforts of all agencies and private sector partners to alleviate suffering in typhoon-hit areas during this very special time of the year," Hernandez said.

MANILA - Vice President Leni Robredo is helping relief operations for victim's of Typhoon "Nina" (international name: Nock-Ten) in the Bicol Region, her office said Monday.<br /><br />
Robredo is helping coordinate the relief from the US, where she is on a break that was planned a year before "Nina" hit, according to her spokesperson, Georgina Hernandez.<br /><br />
A team from the Office of the Vice President has been dispatched to the affected areas as relief supplies are being collected, Hernandez said.<br /><br />
"Vice President Leni Robredo has been monitoring and directing the Office of the Vice President to work with regional officials and agencies in setting up local relief centers for immediate emergency response on the ground," Hernandez said in a statement.<br /><br />
Robredo, who hails from Naga City at the heart of the Bicol peninsula, tweeted on Sunday, Christmas Day, that a relief operations center would be set up in the city.<br /><br />
"We're setting up a Relief Operations Center first thing tomorrow at our former District Office at the Naga City Hall Compound."<br /><br />
According to Boom Enriquez, head of Robredo's communication and media team, funding for the relief operations came from donations from private partners that are being coursed through the Kaya Natin! Movement for Good Governance and Ethical Leadership.<br /><br />
The movement is spearheading the "Taskforce Tindog Bikol" relief operations.<br /><br />
Hernandez said Robredo's office is also coordinating with Angat Buhay partners and other private sector groups for food and non-food items that can be transported to Bicol.<br /><br />
"While we have faith in the resilience of our people, we still call on the Filipino public to help out in the on going relief efforts of all agencies and private sector partners to alleviate suffering in typhoon-hit areas during this very special time of the year," Hernandez said.

The net public satisfaction ratings of Vice President Leni Robredo and other senior officials slumped during 2016's fourth quarter, a Social Weather Stations (SWS) poll found.<br /><br />
Some 58 percent of those polled were satisfied with Robredo's performance, while 21 percent were dissatisfied and 20 percent were undecided.<br /><br />
This gave the vice-president a net rating (percent satisfied minus percent dissatisfied) of +37, 12 points down from her third quarter rating of +49 (65 percent satisfied minus 16 percent dissatisfied).<br /><br />
Nevertheless, Robredo's fourth quarter rating still placed her within "good" territory as per the SWS' ratings classification.
The SWS classifies net satisfaction ratings of +70 and above as “excellent”, +50 to +69 as “very good”, +30 to +49 is “good”, +10 to +29 is “moderate”, +9 to -9 is “neutral”, -10 to -29 is “poor”, -30 to -49 is “bad”, -50 to -69 is “very bad”, and -70 and below is “execrable.”<br /><br />
The fourth quarter net public satisfaction poll was taken from December 3 to 6, using face-to-face interviews with 1,500 adults nationwide. The poll has a ±3% sampling error margin.<br /><br />
The poll results were posted on the Business World website.<br /><br />
Other officials<br /><br />
The net satisfaction ratings of Senate President Aquilino "Koko" Pimentel III,  House Speaker Pantaleon Alvarez, and Chief Justice Maria Lourdes Sereno also tumbled in the fourth quarter. <br /><br />
Some 49 percent were satisfied with Pimentel in the fourth quarter, with 18 dissatisfied. This gave the Senate president a "good" net rating of +30, though it was seven points down from the third quarter's "good" +37.<br /><br />
Alvarez's fourth quarter net rating was a "moderate" +10, with 33 percent satisfied and 23 percent dissatisfied. The House speaker scored  a "moderate" +22 in the third quarter.<br /><br />
Chief Justice Sereno meanwhile scored a "moderate" +16 in the fourth quarter, compared to the third quarter's +26, which the SWS said was a record high for the country's most senior judge.

Malacañang on Tuesday said the reaction of Vice President Leni Robredo on President Rodrigo Duterte's recent statement on martial law made it look that the chief executive would declare martial law. <br /><br />
"In context, the President was saying that if martial law was taken for what it was supposed to be, which is to protect and preserve the safety of the people, then it should be facilitated," presidential spokesperson Ernesto Abella in a news briefing in Malacañang.<br /><br />
"However, the Vice President Leni seems to have amplified her concerns and seems to make it appear as if President was actively planning to do it. But if you read it in context, it was not in that way," Abella added. <br /><br />
In a speech delivered in Pampanga on December 22, Duterte said it would be difficult for a President if the Supreme Court and the Congress would have different opinions on the declaration of martial law.  <br /><br />
Robredo called Duterte's statement "appalling" and "worst Christmas gift" to Filipinos.

President Rodrigo Duterte's law enforcement officials on Tuesday claimed that the government was winning the war on drugs a few days before the six-month mark of his term.<br /><br />
At a news briefing in Manila, Justice Secretary Vitaliano Aguirre II said the government's impending victory in the drug war was evidenced by the seizure of 890 kilos of shabu worth P6 billion in a series of raids over the past days by the National Bureau of Investigation.<br /><br />
"Malamang nananalo na kami," Aguirre said.<br /><br />
Philippine National Police chief Director General Ronald "Bato" Dela Rosa, for his part, said 70 percent of the country's 1.8 million drug personalities, or more than 1.3 million, have either been killed, surrendered, arrested or undergoing rehabilitation.<br /><br />

“As of now, masasabi natin na we are victorious on our war on drugs for the moment since nakuha natin yung 70 percent ng ating target na 1.8 million," Dela Rosa said.<br /><br />
Duterte during the campaign promised to stamp out crime and illegal drugs in the country in six months or at the end of 2016.<br /><br />
Duterte, however, asked for another six months to combat the problem of narcotics in the country.<br /><br />
“Just a give me a little extension, maybe another six months," he said in September.<br /><br />
Duterte has repeatedly said that he didn't know the extent of the country's drug problem until he took office.<br /><br />
Less crime, more murder<br /><br />
PNP data shows that index crime in the five months since Duterte took office is down more than 31 percent year on year, even as cases of murder went up by over 50 percent.<br /><br />
Index crime went down to 55,391 cases from July to November this year, down from 81,064 cases during the same period last year.<br /><br />
The same data, however, showed murder cases went up from July to November to 5,970 cases. There were only 3,950 cases of murder during the same time period in 2015.<br /><br />
The Philippine Statistics Authority defines index crimes as: crimes which are sufficiently significant and which occur with sufficient regularity to be meaningful." Included in this category are murder, homicide, robbery, theft, carnapping, and physical injury.<br /><br />
Local and international watchdog organizations, however, have expressed concern over the rising death toll in the administration's crime campaign. Duterte, in turn, has bristled at the criticism, lashing out with profanity-laced tirades against critics ranging from United States President Barack Obama to the United Nations to the European Union.<br /><br />
More than 2,000 people have been killed in the PNP's drug operations.<br /><br />
The police also said more than 4,000 people have been killed in what they have termed "deaths under investigation."<br /><br />
Dela Rosa claims, however, that only about a third of those incidents are related to the drug war.<br /><br />
Significant headway<br /><br />
In a news briefing in Malacañang on Tuesday, Presidential Spokesperson Ernesto Abella said that given the "depth, length, breadth, and extent" of the drug problem in the Philippines, Duterte's campaign was making significant headway.<br /><br />
"A great number of people on the ground appreciate the fact that they can go home safe, the fact that there are no people are no longer on the streets acting with impunity and we hear this on the ground, I’m sure you do. The people do appreciate the fact that... his war on drugs has actually yielded very significant results both quantitatively and qualitatively," Abella said.<br /><br />
Abella said that one of the parameters of winning the war on drugs include the uncovering of the actual drug situation in the Philippines. Duterte has repeatedly claimed that thousands of government officials are involved in the drug trade, citing names in his narco-list.<br /><br />
"Identifying the enemy is about 50 percent of the battle, right? And also the fact that at least 900,000 people have already surrendered during his administration. So it tells you that prior to him, prior to his situation, this was not something that was being done," Abella said.

Kagwapo ug bisti, mga ginaana na mga gold [Like the others. They were just out for a massage, they went around, but they were hit by an explosion. Where is the God and the graces they are talking about? I mean, there is God. But be careful about religion. It's all about the money. They have nice vestments, and they raise a gold chalice]," he added as he raised his glass as if it was a chalice. Some members of the audience laughed. <br /><br />
"Wala ako mag-atake but the hypocrisy of it all. Pareho lang na ug America [I am not attacking but the hypocrisy of it all. They are just like America]," Duterte continued. <br /><br />
This was not the first time that Duterte hit his religious critics, which include leaders of the Catholic Church. <br /><br />
In September, he told religious critics not to use God in arguing against him.

The Office of the Vice President has confirmed that Vice President Leni Robredo went to the United States over the holidays for a family reunion.<br /><br />
Robredo's spokesperson Georgina Hernandez made the remark in a statement after some netizens criticized the Vice President for being in the US while Typhoon Nina wreaked havoc in the Bicol region over the weekend.<br /><br />
"The Vice President travelled for a family reunion to the United States for the break, which was planned more than a year ago," Hernandez said in a statement on Monday.<br /><br />
"She will be going home to Naga as soon as she arrives," Hernandez added.<br /><br />
However, no date has been given as regards her return.<br /><br />
Robredo is a former congresswoman representing Camarines Sur.<br /><br />
Mocha Uson, a staunch supporter of President Rodrigo Duterte, and several other netizens lashed out at the Vice President for her absence as Typhoon Nina crossed the Bicol region on Sunday.<br /><br />
Hernandez said Robredo had been monitoring and directing the OVP "to work with regional officials and agencies in setting up local relief centers for immediate emergency response on the ground."<br /><br />
"The OVP is also coordinating with the Angat Buhay partners and other private sector groups in Manila for donations, both food and non-food items that can be transported and deployed to Bicol," Hernandez said.<br /><br />
The OVP on Monday launched "Task Force Tindog Bikol," for coordination of relief operations in Metro Manila and Naga City, Robredo's hometown.<br /><br />
Robredo on Sunday night said they would be setting up a relief operations center on Monday at her former district office at the Naga City Hall compound. <br /><br />

The OVP on Monday called on the public to help those who were affected by Typhoon Nina.<br /><br />
"While we have faith in the resilience of our people, we still call on the Filipino public to help out in the on going relief efforts of all agencies and private sector partners to alleviate suffering in typhoon-hit areas during this very special time of the year," the statement read.<br /><br />
"In the spirit of Christmas, let us give hope to many of our brothers and sisters and enable them to bounce back faster from this latest trial in their lives," it added.
