Halos hindi pa makapagsalita ang isang 12-anyos na dalagita na biktima ng pang-aabuso sa Zamboanga Sibugay. Ang suspek, umamin umano na dating gumagamit ng iligal na droga at napadaan lang daw sa lugar ng biktima.<br /><br />
Sa ulat ni Mav Gonzales sa GMA News TV's "Balitanghali" nitong Huwebes, sinabing lumitaw sa imbestigasyon ng pulisya na naiwan sa kanilang bahay sa Titay, Zamboanga Sibugay, ang biktima at mas bata nitong kapatid.<br /><br />
Nang mapadaan umano sa kanilang bahay ang suspek na si Richard Dialogo, nalaman nito na walang kasama ang magkapatid na natutulog nang sandaling iyon.<br /><br />
Ginising umano ng suspek ang dalagita at sinabihan sumama sa kaniya para puntahan ang nabugbog niyang ama.<br /><br />
Nakumbinsi naman ang biktima at sumama sa suspek at doon na umano nangyari ang pang-aabuso.<br /><br />
Kaagad namang naaresto ang suspek na sinasabing umamin sa nagawang krimen. Hindi rin umano itinanggi ng lalaki na dati siyang gumagamit ng droga.<br /><br />
Nakulong na ang suspek at nahaharap sa reklamong pang-aabuso sa dalagita.

Vice President Leni Robredo on Thursday said Malacañang may have overreacted to her observation that relief assistance was taking long to reach some areas she has visited.<br /><br />
Robredo, who is going around Bicol to visit areas affected by Typhoon Nina, said she only made the remark after her conversations with the affected barangay officials.<br /><br />
Presidential spokesman Ernesto Abella had criticized Robredo for her comment, saying her remark "suggests a cynical political mindset willing to capitalize on disaster." <br /><br />
Responding to Abella's criticism, Robredo said, "Iyong panahon ngayon, panahon na magtulung-tulungan tayo. Parang nag-overreact naman yata."<br /><br />
"Nandoon kayo sa New Moriones (in Ocampo, CamSur), narinig ninyo ang reklamo ng barangay. Iyong reklamong iyon hindi naman pare-pareho sa iba," she said in an interview in Buhi, Camarines Sur.<br /><br /> 
"Tingin ko hindi ko na lang papatulan iyong... parang iyong reaksyon mas over-the-top yata sa sitwasyon. Hindi natin sinasabing may problema ang buong Bicol region dahil iyong ibang lugar may problema, iyong ibang [lugar] wala," the vice president said.<br /><br />
She reiterated her call to set aside politics to speed up relief and rehabilitation efforts.<br /><br />
"Makakabuti siguro sa lahat na magtulungan na lang. Dapat walang pulitika ang pag-ayos sa disaster," she said.<br /><br />
"At least dito sa amin kahit hindi kami magkakapartido, nagtutulungan. Marami akong lugar na pinuntahan na 'di ko kapartido ang LGU pero nakikipagtulungan naman. 'Pag ganiyan naman wala namang problema, kaya sana 'wag na lang palakihin pa. Iyong pagsabi natin noon, expression iyon ng mga tao doon at narinig ninyo ang reklamo," she added.
The Vice President is on a week-long visit to the  Bicolregion, after she returned spending the holidays with her family in the United States.<br /><br />
She was criticized for her trip to the US, as her home region of Bicol was hit by "Nina" over Christmastime.<br /><br />
She said she asked local officials in the areas she has visited so far to provide her with copies of their requests so that she could bring them before government agencies in Manila.

Ombudsman Conchita Carpio-Morales was named the recipient of the 2017 Tandang Sora award given to outstanding Filipino women who embody the values espoused by one of the most popular Filipina heroines — Melchora "Tandang Sora" Aquino.<br /><br />
Carpio-Morales will receive the award on January 6 during a ceremony commemorating Tandang Sora's 205th birth anniversary at the shrine erected in her honor in Quezon City.<br /><br />
The Tandang Sora award is given to women who embody the seven virtues exhibited by the heroine known as the "Grand Mother of the Revolution" against Spanish colonizers in the 1800s: honesty, industry, service, word of honor, kindness, caring, and protectiveness.<br /><br />
Former Tandang Sora awardees include former Quezon City Mayor Adelina Rodriguez, Chief Justice Maria Lourdes Sereno, journalist Tina Monzon-Palma and educator and former senator Helena Benitez.<br /><br />
In 2016, Carpio-Morales also received another prestigious award, the Ramon Magsaysay Award,  considered Asia's premier prize and highest honor.<br /><br />
The Ramon Magsaysay Award was bestowed on Carpio-Morales for her "moral courage and commitment to justice."<br /><br />
The Ramon Magsaysay Foundation lauded Carpio-Morales for "restoring faith in the rule of law."<br /><br />
Under Carpio-Morales' leadership, the Office of the Ombudsman posted a conviction rate of 74.5 percent from only 33.3 percent previously.

Mocha Uson appointed as MTRCB board member

Singer, dancer, and blogger Mocha Uson has been appointed as a board member of the Movie and Television Review And Classification Board (MTRCB).<br /><br />
Executive Secretary Salvador Medialdea confirmed Uson’s appointment on Thursday.<br /><br />
MTRCB chairperson Toto Villareal also told GMA News Online that Uson's appointment papers are now with their agency.<br /><br />
"The MTRCB received recently a copy of Ms. Uson's appointment letter signed by the President; but she has yet to assume office in the agency," he said.<br /><br />
While Presidential Communications Secretary Martin Andanar earlier refused to confirm Uson's appointment, he told reporters, "Why not? What makes her not qualified?"<br /><br />
"Mocha is an artist. She is one the biggest artists that we have in the country. She's been in the show business world for more than a decade. She's one of the biggest bloggers that we have in the Philippines, very influential," he said.<br /><br />
"If she has been appointed already, I don't see any reason why she shouldn't be appointed," Andanar added.<br /><br />
Uson is a known supporter of President Rodrigo Duterte.<br /><br />
Uson was named an ambassadress of the 2016 Metro Manila Film Festival (MMFF) to help promote the featured movies on social media.

Robredo: No ouster 'blueprint' vs. Duterte

Vice President Leni Robredo on Wednesday said she does not believe that a "blueprint" exists supposedly detailing a plot to remove President Rodrigo Duterte from power.<br /><br />
"Ako, hindi ako naniniwala na mayroong ganoon," she told reporters during her visit to Tiwi, Albay, referring to the blueprint that was reportedly left behind by former US Ambassador to the Philippines Philip Goldberg.<br /><br />
The blueprint, according to a report by the Manila Times citing document from a "highly  placed source," mentions several strategies for Duterte's ouster, including deepening ties with the opposition.<br /><br />
The US Embassy had already denied the existence of the alleged blueprint. Malacañang, meanwhile, pointed out that Duterte, a vocal critic of the United States, continues to enjoy the trust of the Filipino people. <br /><br />
In the interview, Robredo denied talking to Goldberg about Duterte.<br /><br />
"Unang una, nagkausap kami ni Ambassador Goldberg noong isang event, pangalawa nag-courtesy call siya sa opisina. Wala kaming pinag-usapan tungkol kay Pangulo. Iyong pinag-usapan namin ay iyong bilateral relations ng US at ng Pilipinas," she said.<br /><br />
Robredo, who recently resigned from the President's Cabinet, also reiterated that another upheaval may only cause more turmoil for the country.<br /><br />
Following her exit from Duterte's Cabinet, Robredo said she was willing to be a "unifying force" to help amplify the voices of those critical of the administration's policy, but with the hopes that Duterte will hear them out. <br /><br />
"Paniniwala ko makakabuti sa Pilipinas na instead na humingi tayong matanggal iyong Pangulo, hingiin na lang natin sa Pangulo na pakinggan ang ating hinain," she said. "Hindi rin makakabuti na bawat upheaval hinihingi natin na matanggal ang pangulo kasi galing na tayo sa ganoon."<br /><br />
"Ang gusto lang natin na sana makinig din si Pangulo sa atin, pero wala tayong pagnanais na tanggalin siya sa puwesto," she added.<br /><br />
'LP not strong'<br /><br />
During the interview, Robredo was also asked to comment on alleged links of the Liberal Party to the stabbing of high-profile inmate Jaybee Sebastian.<br /><br />
This was after Justice Sec. Vitaliano Aguirre said that the inmate who stabbed Sebastian cited Sens. Leila de Lima, an LP member, and Antonio Trillanes IV in his affidavit about the incident. <br /><br />

Malacañang has announced that a Hong Kong-based magazine named President Rodrigo Duterte as its "Person of the Year" in 2016 for his push for an independent foreign policy.<br /><br />
In his briefing on Tuesday, Presidential Spokesperson Ernesto Abella quoted businessman Wilson Flores describing "Yazhou Zhoukan" as the Time Magazine in the Chinese-speaking world. <br /><br />
"The magazine Yazhou Zhoukan, according to Wilson Flores, the Time Magazine of the Chinese-speaking world has granted the President "Person of the Year" award," he said. <br /><br />
"[A] press release says that the choice is based on Duterte’s announcement of an independent foreign policy that consists of his distancing away from the US and forging closer ties with China," he added. <br /><br />
Abella also said that the feature praised Duterte’s program of good governance and anti-corruption campaign, which it said was the reason why he his popularity among the Filipinos.<br /><br />

Vice President Leni Robredo seemed to have taken advantage of a disaster for political gains when she commented that the government's relief operations in the wake of Typhoon Nina were "slow."<br /><br />
"The remark Ms. Robredo made saying that the relief operations were slow suggests a cynical political mindset willing to capitalize on disaster," presidential spokesman Secretary Ernesto Abella said in a statement.<br /><br />
"One wished she displayed more appreciation of the work of our disaster officials, our social workers, and other volunteers who were on Ground Zero even before Nina made a landfall," she added.<br /><br />
Robredo had said that the assistance distribution seemed sluggish, adding that some areas have received only relief from her office, which has sent help to at least 10,000 families in 145 barangays in the province.<br /><br />
"Sa tingin ko medyo mabagal, mabagal iyong galaw," Robredo said on Tuesday.<br /><br />

"The DSWD [Department of Social Welfare and Development] provided assistance worth P166,976,473 while LGUs [local government units] and non-government organizations (NGOs) provided a total of P4,225,832 and P11,271,270, respectively," he said.<br /><br />
Abella added that the Department of Energy (DOE) with support from local government units and private institutions has brought back electricity to priority areas in Bicol and Southern Tagalog regions before New Year.<br /><br />
For transmission facilities in the on-grid area, the National Grid Corporation of the Philippines (NGCP) reported that as of December 31, 2016 the Naga-Daraga 230 kV line and the Naga-Pili-Iriga line have been restored servicing the provinces of Albay, Sorsogon and Camarines Sur, after 500 technical personnel were deployed.<br /><br />
"Full restoration of NGCP transmission services in typhoon Nina-affected areas is expected today," Abella added.

Senators Leila De Lima and Antonio Trillanes IV had allegedly masterminded the stabbing incident inside the New Bilibid Prison that injured high-profile inmate Jaybee Sebastian last year, according to the convict who admitted to the crime.<br /><br />
In his affidavit, inmate Tomas Doniña said he attacked Sebastian on September 28 on instructions from a former colleague at the Philippine Navy, supposedly to prevent the convicted kidnapper and confessed drug dealer from testifying on De Lima's links to illegal drugs.<br /><br />
The affidavit, a copy of which was obtained by GMA News, was prepared on October 8, two days before Sebastian confirmed in an inquiry conducted by the House of Representatives that he pooled drug money for De Lima's campaign kitty in the 2016 senatorial elections. <br /><br />
Doniña said his former Navy colleague called him up about the assassination plot when the House began its probe, assuring him that he would be released from prison if Sebastian would be killed. <br /><br />
"Sabi niya, hindi dapat makapagsalita laban kay Ma'am De Lima si Jaybee Sebastian. Sinabi din niya na kung magagawa kong patayin si Jaybee Sebastian at mapatalsik sa Malacañang si President [Rodrigo Duterte] ay sila ang bahala na gumawa ng paraan para ako ay mapalaya. Sabi pa ng kausap ko, 'Babagsak ang Duterte administration'," he said.<br /><br />
"Gayun pa man, binilin niya sa akin na kapag natunugan ko na magsasalita si Jaybee Sebastian laban kay Ma'am De Lima ay tuloy ang plano. Pero kung hindi siya babaliktad kay Ma'am cancel ang plano."<br /><br />
Doniña added the Navy officer told him it was De Lima and Trillanes who hatched the plan to assassinate Sebastian.<br /><br />
"Tinanong ko siya kung si Ma'am De Lima ba ang nagpapapatay kay Jaybee Sebastian. Ang sagot niya sa akin ay nagsanib pwersa sina Senator Antonio Trillanes IV. Sinabi rin niya sa akin na huwag akong mag-alala dahil madami silang kapanalig at kung magagawan ko ng paraan na mapatay si Jaybee Sebastian ay hindi magtatagal, lalaya ako basta maniwala lang ako sa kanya," the affidavit stated.<br /><br />
The inmate said he asked the Navy officer, whom he declined to identify for security reasons, if he could talk to Trillanes over the phone, but the senator allegedly turned down the request.<br /><br />
"[M]atapos ang ilang naming pag-uusap sa telepono, napapayag niya ako na patayin si Jaybee Sebastian," Doniña said.<br /><br />
Doniña admitted that he advised Sebastian not to turn his back on De Lima since he had no personal issues with him. "Noong una sinasabi niya na sa akin na hindi siya babaliktad. Nabanggit pa nga niya na 'matibay ang Liberal Party,'" he said, referring to De Lima's political party.<br /><br />
However, Doniña noticed that Sebastian had a change of heart when the latter watched the testimony of former Bureau of Corrections (BuCor) officer-in-charge Rafael Ragos, who admitted to delivering drug money to De Lima in 2012 when she was justice secretary.<br /><br />
"Sinabihan ko si Jaybee Sebastian na 'Pare, ikaw na lang ang tao ni De Lima na matibay na hindi siya ilalaglag. Sana naman ay huwag kang gumaya sa mga dating tauhan niya kagaya ni Ragos na bumaliktad sa kanya.' Iba na ang kanyang naging sagot. Ang sagot niya sa akin ay 'Pare, 'pag ako magsasalita yung mga statement ng mga kasama natin dito panis 'yon. Ang salita ko ang matibay. Pare tingnan mo lang.' Kaya naman kinailangan ko na siyang patayin," the affidavit read.<br /><br />
Sebastian suffered stab wounds in the hand and stomach following the incident. Three other inmates sustained injuries while convicted drug lord Tony Co was killed.<br /><br />
Both De Lima and Trillanes had already denied involvement in the stabbing incident.

At least 132 inmates escaped from the North Cotabato District Jail (NCDJ) in Kidapawan City as armed men attacked the facility early Wednesday.<br /><br />
A radio dzBB report said one jail guard was killed while an inmate was injured in the incident.<br /><br />
Superintendent Peter Bongat, NCDJ officer-in-charge, said in an interview that more than 100 armed men attacked the facility in Barangay Amas at around 4 a.m.<br /><br />
He said the inmates escaped during the shootout with authorities.<br /><br />
Bongat said they were not able to identify the group that conducted the early morning attack. However, he said the armed men could be members of the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighters (BIFF).<br /><br />
In an interview with Arnold Clavio on "Unang Balita," Bongat said the NCDJ has many high-profile inmates.<br /><br />
He said manhunt operations are ongoing to recapture the inmates.<br /><br />
Felix Capalla, one of the leaders of the inmates at the NCDJ, identified the slain jail guard as a certain Vecido.<br /><br />
Capalla said the armed men, clad in black suits and armed with high-powered firearms, rescued prisoners who are mostly members of the 105th Command of the BIFF, among them the Tamayan brothers, both facing murder charges, and Salik brothers who are charged with drug trafficking.<br /><br />
Capalla, known among NCDJ inmates as the ‘chief expediter,’ disclosed that even before the attack, he already tipped Bongat of the plan to rescue BIFF members.<br /><br />
“I gave him (Bongat) an information that some of the inmates have told us to prepare for rescue and escape. This was last December 31. I saw additional troops deployed in the area from December 31 up to January 1.  But after that, I saw few people manning the jail, then came the attack,” said Capalla.

Senators Antonio Trillanes IV and Leila De Lima have been linked to the attempt on the life of high-profile New Bilibid Prisons inmate Jaybee Sebastian, Justice Secretary Vitaliano Aguirre said on Tuesday.<br /><br />
Aguirre said he was convinced of the threat on Sebastian's life and this was the reason why he had already been transferred to the National Bureau of Investigation jail in Manila.<br /><br />
"'Yung kay Jaybee Sebastian meron one of the inmates said it was instigated to stop Jaybee Sebastian (from testifying on De Lima's drug links at the House of Representatives) at ang itinuturo nila ay an official of the Philippine Navy parang yun ang nag-utos (ng pananaksak)," Aguirre told reporters.<br /><br />
"Nababanggit dun si Trillanes and De Lima but no supporting (evidence). Nababanggit lang. Yung mismong sumaksak (ang bumanggit)," he added. <br /><br />
In his affidavit read before a House inquiry, inmate Tomas Doniña said he attacked Sebastian on instructions from a former colleague at the Philippine Navy supposedly to prevent the convicted kidnapper and confessed drug dealer from testifying on De Lima's links to illegal drugs.<br /><br />
De Lima already denied that she had anything to do with the stabbing incident last September 28 at the national penitentiary that left killed convicted drug lord Tony Co and injured four others including Sebastian.<br /><br />
Sebastian is said to have pooled drug money from fellow high profile inmates for De Lima's campaign kitty during the senatorial elections last year.<br /><br />
Sought for comment, Trillanes said Aguirre should get his stories straight as the matter would be the subject of a Senate inquiry.<br /><br />
"I categorically deny any involvement in the stabbing incident of JB Sebastian. Why would I even do that? It is totally absurd," Trillanes said.<br /><br />
"Anyway, Aguirre and his gang better get their stories straight because we will have a full blown Senate inquiry to get the truth out," he added.

Self-confessed hitman Edgar Matobato on Tuesday claimed that Davao City Mayor Sara Duterte had quarrels with her father over the alleged presence of the Davao Death Squad (DDS) in their hometown.<br /><br />
"Si Mayor Sara mabait yan. Kasi nag-aaway yang mag-ama (tungkol sa DDS). Galit yan," Matobato said in a Facebook interview of the Inquirer.<br /><br />
Matobato added that Sara also called for the resignation of then Davao City PNP chief Ronald "Bato" Dela Rosa due to numerous unsolved murder cases.<br /><br />
"Si Mayor, Si Sara noon nagkagalit 'yan ni Bato kasi ang daming namamatay, sabi ni Mayor Sara walang nahuhuli. Sabi ni Mayor Sara bumaba ka na sa puwesto mo. Ang sabi ni Bato naman hindi pa tapos 'yung termino ko," Matobato said.<br /><br />
On the other hand, Matobato said Duterte's youngest son Baste focused on his stint as vocalist of a local band.<br /><br />
"Kanta-kanta yung kang Baste, 'yung combo," he said.<br /><br />
He noted that no other member of the Duterte family is involved in the DDS aside from its patriarch.<br /><br />
Meanwhile, Matobato said solving murder cases involving the DDS is also impossible since members of the death squad are also members of the Davao City PNP.<br /><br />
He noted that even riding in tandem hitmen are also members of the police force.<br /><br />
"Siyemre ang daming namamatay sa Davao pero walang nahuhuli. Kasi paano pagkahuli, mga pulis man mga DDS. 'Yung mga nagche-checkpoint, pagtingin pulis direcho agad sila. Yung mga riding in tandem,yan ang mga naka-sibilyan na pulis," Matobato said.<br /><br />
Last year, Matobato appeared at the Senate justice committee hearing on the alleged state-sponsored killings where he admitted personally executing at least 50 people on the elder Duterte's orders. <br /><br />
However, 11 senators agreed there was no proof on the existence of the so-called Davao Death Squad despite Matobato’s testimony linking Duterte to the killings.<br /><br />
Last month, Matobato filed multiple charges, including murder and kidnapping, against the elder Duterte, Davao City Vice Mayor Paolo Duterte, Dela Rosa, and 25 others at the Office of the Ombudsman.<br /><br />
In his affidavit, Matobato claimed the DDS executed more than 1,000 suspected criminals and other individuals from the time it was established in 1988 until the time he left the group in 2013. <br /><br />
Matobato's legal counsel Jude Sabio, meanwhile, said they will also present a new witness who will back his client's statements.<br /><br />
Sabio said the witness allegedly saw Duterte shoot a person in Davao City in May 2012.

Vice President Leni Robredo on Tuesday admitted that her trip to the United States over the holidays came at a bad timing, with Typhoon Nina hitting the Bicol Region at Christmastime.<br /><br />
Robredo, who returned from the said trip on Monday, is now on a week-long visit to the region, starting in Camarines Sur, her home province.<br /><br />
In an interview in Ocampo town, she said it was "unfortunate" that she couldn't be there during the typhoon.<br /><br />
"[M]asama ang timing na iyon, masama din loob ko na nangyari na wala ako," she said. "Actually nasa bakasyon ako pero hindi rin ako makapag-concentrate. Iyong inaasikaso ko iyong relief operations dito."<br /><br />
"Ganoon talaga. Nandoon ako na parang ang sama ng loob ko na may nangyayari dito na wala ako. Isang bagay na hindi din ako masaya, siguro marami din tayong ginawa while wala dito, inaasikaso ang lahat ng relief, pero iba talaga kasi 'pag ako mismo ang nandito," she said.<br /><br />
"Siguro kung mababalik lang, mas gusto ko na nandito ako. Pero making the best out of the situation, hindi na mababalik, pero bumabawi tayo. Asikasuhin... iyong buong staff naman natin, noong wala ako, talaga namang walang napabayaan," she added.<br /><br />
Robredo was criticized, particularly on social media, for being in the US while Nina swept across the Bicol Region and other areas in Luzon in time for Christmas.<br /><br />
Her office came to her defense, saying she was leading their relief operations, called "Task Force Tindog Bikol," even while she was away. <br /><br />
The Vice President herself took to social media to post about developments, including call for volunteers and donations.<br /><br />
On Tuesday, Robredo explained that this year's family reunion was hosted by her sister-in-law, who is based in the US. They have been holding such gatherings for Christmas especially since her husband, former Interior Sec. Jesse Robredo, passed away in August 2012.<br /><br />
She said it was difficult to book an earlier trip back to the Philippines for herself, her three daughters, and her mother because it was peak season. A New Year's Eve trip was the earliest they could get.<br /><br />
"Paglapag ko lang sa US noong pumunta ako, inareglo ko kaagad iyong relief operations, naghahanap ng paraan para makauwi kaagad, pero mahirap kasi peak season," she said.<br /><br />
Asked to comment on bashing she has received, Robredo said she would rather focus on addressing "positive" criticisms.
"Ako kasi, may dalawa kasing kritiko. Iyong isang kritiko positibo ang hinahanap para gawan ng paraan. Mayroon namang mga kritiko na kahit anong gawin mo may puna," she said.<br /><br />
"Siguro ang aasikasuhin natin ay i-address natin iyong mga criticisms ng mga magandang loob na mag-criticize. Tingin ko sa mga constituents namin dito hindi ako magkakaproblema in the sense na hindi ako nagpabaya kahit wala ako," she added.
