Magdaleno outboxes Donaire to win junior featherweight title

LAS VEGAS, USA – Jessie Magdaleno utilized his southpaw angles to outbox Nonito Donaire Jr to a unanimous decision victory on Saturday, November 5 (Sunday Manila time), at the Thomas & Mack Center in Las Vegas. Two judges had it 116-112 while a third had it for the too-wide tally of 118-110 for Magdaleno (24-0, 17 knockouts), a native of Las Vegas.<br /><br />

The fight was Donaire's first time fighting on the undercard of his fellow Filipino Manny Pacquiao, who challenges WBO welterweight titleholder Jessie Vargas later in the night.<br /><br />

Donaire (37-4, 24 knockouts) started slowly in the first two rounds as he struggled to find the openings in his opponent's guard. Donaire finally began to break through in the fourth, landing straight rights and opening a cut on his opponent's left eyebrow. Magdaleno, who is 9 years younger at 24, found his rhythm again in the middle rounds, sweeping rounds 6 through 9 with his counterpunching while blunting Donaire's vaunted left hook.<br /><br />

Magdaleno won his biggest round of the fight in the ninth when a left hand counterpunch while on the ropes sent Donaire across the ring, and then a furious followup highlighted his advantage. Donaire, a 4-division champion in his second reign as 122-pound champion, fought back in the tenth and eleventh rounds, and landed several flush right crosses in the twelfth which unsettled Magdaleno.<br /><br />

After the fight, Donaire's trainer Ismael Salas, who was working for the first time with "The Filipino Flash" from San Leandro, California by way of Talibon, Bohol, Philippines, said he disagreed with the decision.<br /><br />

"I don't understand scoring anymore. We clearly won the fight," Salas said according to a Top Rank official.<br /><br />

The loss is Donaire's first since 2014 when he was knocked out by Nicholas Walters to lose the WBA featherweight title.<br /><br />

A mayor on Philippine President Rodrigo Duterte's list of top drugs suspects has been killed during a shootout at a prison, police say, in the latest high-profile killing in his bloody war on narcotics.<br /><br />

Rolando Espinosa, mayor of Albuera town in central Leyte province, turned himself in to the national police chief in August after Duterte asked him and his son, Kerwin, to surrender over their involvement in the drug trade.<br /><br />

Espinosa was later allowed to go home but on October 5 was arrested on charges of illegal possession of drugs and firearms.<br /><br />

The shootout took place after Espinosa and inmate Raul Yap fired at a team from the Criminal Investigation and Detection Group who were on a mission to serve a search warrant against the detainees for firearms and illegal drugs, police said.

Senator Antonio Trillanes IV on Thursday appealed to the public not to let President Rodrigo Duterte “fool” them with his conflicting statements.<br /><br />

“Open your eyes. To the Filipino people, open your eyes, niloloko ka na. Niloloko na tayong lahat,” Trillanes said at a press conference.<br /><br />

“Worse, pinapatay na nga tayo dahan-dahan eh and he’s doing it in your face,” he added, referring to the rise of extrajudicial killings in the country.<br /><br />

Trillanes made the statement after Duterte broke his vow to stop cursing.<br /><br />

On Wednesday, Duterte cussed anew over the decision of the US State Department to abort its rifle deal with the Philippine National Police (PNP).<br /><br />

"‘Yan ang problema ko sa Amerika. May bilib ako sa kanila. Pero ang problema, nawalan ako ng respeto kaya binabastos ko sila. Kasi binabastos… Tingnan mo mga unggoy. ‘Yung 26,000 na baril na bibilhin natin sa kanila, ayaw ng ipagbili. T— ina mo," Duterte said.<br /><br />

Just last week, Duterte said he made a promise to God to stop spewing bad words, a habit he has had since he was mayor of Davao City.

No longer new<br /><br />

Trillanes, a staunch critic of the President, said news of Duterte conflicting his own statements were no longer new to him.<br /><br />

“Sa akin, hindi na bago yan. Nakita ko na yan. Narinig ko na yan,” he said.<br /><br />

Trillanes then mimicked Duterte’s pronouncements before the 2016 campaign period, when the latter insisted that he had no intention of running for the presidency. Duterte eventually won the national elections with 16 million votes.<br /><br />

“Sakay na sakay naman yung Pilipino. O di ba hindi niyo nakita na naisahan kayo dun? Ngayon, iniisihan pa kayo. Three to six months, ‘I will stop crime.’ Sakay na sakay na naman,” he said.<br /><br />

Duterte has appealed for another six months to end criminality and the problem of illegal drugs in the country.<br /><br />

Trillanes further cited Duterte’s conflicting statements concerning the additional pay for soldiers and policemen, and his plan to take a jet ski to reclaim a disputed area in the Spratlys Island.<br /><br />

“Kapag ikaw naisahan, palulusutin mo pa rin. Pag na-onse ka na, eh ngayon 1,111 so ilang isa na yun? May diperensya ka na, talagang nagpapaloko ka na. Di ba?” Trillanes said.<br /><br />

“Alam niyo na nga, there’s something wrong with him, and yet ginagawan pa ng palusot,” he said.<br /><br />

Trillanes then slammed his colleagues in the Senate for being so-called “apologists” for the President.<br /><br />

He said it was “intellectual dishonesty” to come up with alibis for Duterte’s actions.

Duterte turns to Russia for rifles

President Duterte has belittled the decision of the US state department to halt the planned sale of more than 27,000 assault rifles to the Philippine National Police, saying the Philippines could just turn to Russia for firearms.<br /><br />
“Susmaryosep! Is that all?” the President told reporters after visiting the tombs of his parents in Davao City on Tuesday night.<br /><br />
“Is that all they can say to threaten me? That they will not sell firearms to us? We have many air rifles here,” he said in jest.<br /><br />

The US state department stopped the planned sale of 27,304 M4 assault rifles to the PNP on Monday after Democratic Sen. Ben Cardin said he would oppose the transaction.<br /><br />
The state department informs the US Congress when international weapons sales are in the works. Aides said Senate foreign relations committee staff informed the state department that Cardin, the most senior Democrat on the committee, would oppose the deal with the Philippines during the department’s prenotification process for the sale of M4s, stopping the deal.

Rights violations
Aides said Cardin was reluctant for the United States to provide weapons to the Philippines given concerns about human rights violations in the country.<br /><br />
More than 3,700 people have been killed in police operations or by suspected vigilantes since Mr. Duterte took office and launched a brutal war on illegal drugs on June 30.<br /><br />
US criticism of Mr. Duterte’s violent campaign against drugs has angered the Philippine leader, who almost daily spews profanity-laced tirades against the United States, complicating relations between Washington and Manila.<br /><br />
Last month, during a state visit to Beijing, Mr. Duterte declared “separation” from the United States and realignment to China and Russia.<br /><br />
Before his trip to Beijing, Mr. Duterte said the United States had refused to sell some weapons to the Philippines, but he did not care because Russia and China were willing suppliers.<br /><br />
In Davao City on Tuesday night, Mr. Duterte said his administration may turn to Russia for arming PNP personnel.<br /><br />
“Remember what the Russian diplomat said? ‘Come to Russia. We have everything you need,’” Mr. Duterte said, recounting his meeting in Davao with Russian Ambassador Igor Khovaev before the elections in May.

Russian light arms<br /><br />
The Russians have nothing like the short, light M4 assault rifle that fires the popular 5.56-millimeter cartridge.<br /><br />
But standard issue for Russian police forces is the Vityas-SN submachine gun, chambered for the 9×19-mm Parabellum round, and PP-2000, a police submachine gun that also fires the 9×19-mm Parabellum cartridge.<br /><br />
For police pistols, the Russians have the Yarygin PYa Grach chambered for the 9×19-mm Parabellum round and looks like a variant of the 9-mm Czech-made CZ SPO1.<br /><br />
Still standard issue for Russian police forces is the Makarov pistol, chambered for the 9×18-mm Makarov cartridge, which is little known in the Philippines.<br /><br />
For rifles, the Russians can offer the PNP, and maybe the Philippine Army and the Marines, various versions of the AK-47, the latest of which is the AKM-47, which is chambered for the heavy 7.62×39-mm cartridge.

PNP still wants M4s<br /><br />
Even so, the PNP is not yet giving up hope that it could get M4s.<br /><br />
The national police chief told reporters on Wednesday that the US supplier, SIG Sauer, had told the PNP that as of Nov. 1, the export license for the M4 sale was still “undergoing the normal process” in the US state department.<br /><br />
“We will continue to monitor the status of this license and advice of any meaningful changes,” said PNP Director General Ronald dela Rosa.<br /><br />
“We don’t yet have an official notice confirming the alleged halting of the procurement. For now, the delivery will push through,” he said.<br /><br />
Dela Rosa said the M4s were intended for the PNP campaign against private armed groups, not for Mr. Duterte’s war on drugs.<br /><br />
In a radio interview earlier on Wednesday, Dela Rosa said his men could use pistols
or even their fists in fighting drug suspects.<br /><br />
Dela Rosa said his only regret should the M4 deal fall through would be “the time lost,” as the government would have to conduct another competitive bidding for a new contract for M4s from another source.<br /><br />
In a news briefing at Malacañang on Wednesday, presidential spokesperson Ernesto Abella, commenting on Cardin’s concern about the human rights situation in the Philippines, said President Duterte had invited the United Nations to investigate.<br /><br />
“However, the invitation itself does not preclude a careful process on procedures to be agreed upon between the Philippine government and the [United Nations],” Abella said.

MANILA – Senators Panfilo Lacson and Leila de Lima gave different reactions to a report that the US State Department is halting the planned sale of 26,000 assault rifles to the Philippines due to growing human rights concerns over President Duterte’s war on drugs.<br /><br />
Lacson, a former police chief, said the Philippines does not stand to lose anything “except one less gun store to choose from.”<br /><br />
“There are tens of other countries that manufacture better and probably cheaper assault rifles than the US,” Lacson said in a statement.<br /><br />
A Reuters report said the US State Department halted the planned sale of some 26,000 assault rifles to the Philippine National Police after Senator Ben Cardin said he would oppose it.<br /><br />
The relationship between the United States and the Philippines, a long-time ally, has been complicated lately by President Rodrigo Duterte's angry reaction to criticism from Washington of his violent battle to rid the country of illegal drugs.<br /><br />
More than 2,300 people have been killed in police operations or by suspected vigilantes in connection with the anti-narcotics campaign since Duterte took office on June 30. ABS-CBN’s Investigative and Research Group, meanwhile, put the death toll from May 10 to October 28 at 2,236.<br /><br />
The US State Department informs Congress when international weapons sales are in the works. Aides said Foreign Relations committee staff informed State that Cardin would oppose the deal during the department's prenotification process for the sale of 26,000-27,000 assault rifles, stopping the deal.<br /><br />
Lacson said Cardin’s opposition to the rifle sale is “his own opinion and nothing more,” noting that he has “yet to see an investigation with the conclusion that massive and state-sanctioned human rights violations were committed under the present regime's drive against illegal drugs.”<br /><br />
Lacson added that because of the US’ decision, “there is now more reason for our Department of National Defense to revive our self-reliance program so we can produce our own weapons and ammunition and other military hardware.”

De Lima not surprised by halt of US rifle sale<br /><br />
Meanwhile, Senator Leila de Lima said she is no longer surprised that the United States halted its planned sale of assault rifles to the Philippines due to growing human rights concerns over President Duterte’s war on drugs.<br /><br />
De Lima, a staunch critic of the administration, said “such reactions from the US should have been expected from the start of the war on drugs with its accompanying toll of EJKs (extrajudicial killings).”<br /><br />
“Independent of the White House, members of the US Congress can and do block arms sales even to allied countries as a result of poor human rights records or apparent State-tolerated use of violence against the civilian population,” she said in a statement.<br /><br />
Since assuming power, Duterte has signaled a shift in Philippine foreign policy, distancing himself from the US and establishing closer ties with China, the Philippines’ main South China Sea rival.<br /><br />
In setting up an “independent foreign policy” for the Philippines, Duterte said the Philippines can survive without American aid.<br /><br />
Duterte’s anger at the US was largely prompted by Washington’s criticism of his war on drugs and the alleged intrusion of US authorities in the case of Davao bombing suspect Michael Meiring.<br /><br />
However, De Lima said Duterte’s independent positioning is "hallow and all bluster.”<br /><br />
“It will only lead to our further isolation from and hostility to not only the US but also its allies in the region like Japan, Australia, and South Korea,” she said.<br /><br />
“The question is, how does this deliberate strategy to isolate us from our friends fit a comprehensive foreign policy shift that would somehow benefit us as a nation. We cannot go on telling the US to leave us alone just because we don't want it prying into our human rights records and EJKs.”<br /><br />
De Lima also warned the administration about the consequences of being hostile towards the US, noting that “as the recent visit of the State Department Assistant Secretary for the Pacific has laid out, nobody has yet won against the US in such confrontations.”<br /><br />
“This is just the start of what we will be reaping from the US as result of the isolationist whirlwind this Administration has sown and continue to sow out of an incomprehensible and ridiculous policy shift to anti-Americanism and pro-totalitarian Chinese hegemony in Asia."

Former President Benigno Simeon Aquino III on Friday said he never received any information linking his secretary of justice, now Senator Leila De Lima, to the illegal drug trade.<br /><br />

In an interview, Aquino told GMA News that he was hoping due process would bring out the whole truth as regards allegations that De Lima benefitted from drug money particularly those from drug lords inside the New Bilibid Prison.<br /><br />

"Noong panahon ko, ni chismis na may papasukan si Leila na ilegal, ni chismis wala," Aquino said.<br /><br />

"Ang bigat nitong paratang at ako'y umaasa na nandiyan ang proseso, na mapapalabas natin 'yung buong katotohanan, " he added.<br /><br />

Aquino said he already relayed his moral support to his Cabinet secretary through several text messages.

Duterte, Xi struck no deal but China respecting PHL’s fishing rights

President Rodrigo Duterte and Chinese President Xi Jinping discussed the Philippines and China's overlapping claims in the Scarborough or Panatag Shoal but never reached an agreement as regards the matter, National Security Adviser Hermogenes Esperon told reporters on Monday.<br /><br />

Esperon, however, said Duterte raised the issue of the Filipino's traditional fishing rights in the rich but disputed waters off the shoal and China appears to be respecting these rights.<br /><br />

“There was no expressed agreement but it seems like the traditional rights of our fishermen are being respected,” Esperon said in a phone interview with reporters.<br /><br />

Filipino fishermen were already able to sail and fish at the Panatag Shoal days after Duterte returned from his trip to China.<br /><br />

Esperon said no agreement was reached during the bilateral talks when Duterte raised the ruling of the Permanent Court of Arbitration upholding the country's exclusive economic zone and the Filipinos' traditional fishing rights.

“Basta nag-usap ang dalawang presidente at hindi natapos yun dahil ang position ng China is may historical rights sila dun, tayo may historical rights tayo at saka nanalo tayo sa Arbitral Tribunal, yun ang position ni Digong (Duterte’s nickname)," Esperon said.<br /><br />

"Hindi sila nagtagal doon (sa issue) dahil marami silang ibang pag-uusapan so walang agreement,” he added.<br /><br />

Esperon said Duterte believed China would no longer chase Filipino fishermen at the Panatag Shoal despite the lack of any agreement.<br /><br />

“Hindi ko alam yung ibang agreement nila but naniniwala si Presidente na hindi na gagalawin yung ating fishermen doon dahil naibring up na ‘yung matter na ‘yun,” Esperon said.<br /><br />

“Historical right natin ‘yan e, saka part ng territory natin yan. Historical right and part of the 200-nautical mile exclusive economic zone natin yan kasi 124 nautical miles lang e,” he said.
