In a press conference, Ramos said he "felt very bad" about the surprise burial of the late dictator at the heroes' cemetery last Friday.
"I felt very bad, especially for the veterans... as well as a lot of members of the AFP," he said.
"It was an insult, a trivialization of the role the sacrifices of our Armed Forces, Coast Guard, veterans, retired, active," he added.
During the press conference, Ramos showed copies of the signed agreement entered into by his administration and the Marcos family in 1993. The signatories of the agreement were then Interior Secretary Rafael Alunan III for the government and former first lady Imelda Marcos.
He reiterated that based on the agreement, the remains of the late dictator will be flown from Hawaii directly to Ilocos Norte and that it should be buried in the same province.
