Bishop Bacani scandal: The Estrada flap

I had nothing but admiration for the man during those years after I met him at the outset of martial rule. He was a priest-activist with flair in his deeds, a street swirl in his soutana, and very sharp brains to match. Even that early, the Reverend Teodoro Bacani was already scrawling his rebel signature against the dictatorship. He was addressing protest groups with a surprising felicity of language and an occasional growl of anger. He was bereft of the spiritual clutter that would have been pardonable in a brilliant young priest who shone in his theological classes at the Vatican. Bishop Bacani has an honors doctorate to show for that.<br /><br />

Now, Bishop Bacani’s world has virtually exploded.<br /><br />

He is accused of sexual harassment by his 35-year-old female secretary named Rosalyn, a scandal that has reached all the way to the Vatican. He has already resigned as the first bishop of Novaliches, a post he assumed only very recently. For many years, Bishop Bacani held court by the side of Jaime Cardinal Sin as auxiliary bishop of Manila. The public controversy about him only began when the Cardinal appointed Bacani as the spiritual director of El Shaddai. Not many liked Mike Velarde, leader of the El Shaddai flock, a rags-to-riches preacher, whose posies for the Lord are matched by his relish for the good life and money in the bank. Did this ever wash off on the bishop?<br /><br />

And yet as the scandal unravels, we find out that Bishop Bacani’s sin is not really as horrible as we thought it to be. Reports are that the bishop hugged and caressed his secretary, Rosalyn. Three years ago, she was "sexually harassed" by him when the reverend was still posted in Kalookan. Is that all? There was no flagrant sexual act? No unbuttoning? No undressing? No spurt of semen on the Rosalyn’s dress as was the case of Monica Lewinsky when she tarryhooted with President Bill Clinton in the Oval Room? No tell-tale cigar?<br /><br />

We are also told that when Bishop Bacani was parish priest of Paco in the 1980s, he had a "relationship" with a woman – initials MP. There was another "relationship" with a former teacher and a "public display of affection that scandalized those close to the bishop."

So far this is what the traffic bears so far. If true, it is kindergarten stuff compared to the scandal that hit Bishop Crisostomo Yalung of Antipolo. He resigned last year after it was confirmed he had two children with a woman in her twenties. We had been anticipating these cracks in the Church’s armor for sometime. Now that armor has started to leak, we can expect a slew of church scandals in the future – priests with paramours, priests with families, homosexual priests who have molested young boys over the decades, priests who have bought the silence of their victims, priest who have brought terrible shame to the Church.<br /><br />

And out will come, I am sure, the conspiracy of Church leaders at the very top who have covered up. As the archbishop of Boston did for many decades shielding wayward priests before the scandals blew up and almost fatally wounded the Roman Catholic Church in the United States.<br /><br />

There will be increasing pressure on Jaime Cardinal Sin to "tell all", on the Catholic Bishops’ Conference of the Philippines to "tighten seat belts". The Church in the Philippines is reportedly very rich. If this is true, a weakened, weaseled or bowlegged Church – its moral supremacy close to tatters – will settle handsomely as many victims in the shadows will come forward to disclose sexual assaults on their person.<br /><br />

And it all started because Rosalyn had the guts to confess to intimate friends, particularly a Sister Baay, what happened to her. And it was Sr. Baay who brought it up to the papal Nuncio. And somehow along the way, a struggling newsweekly Newsbreak edited by Marites Danguilan Vitug broke the story. Bam! The lid flew out of Pandora’s Box. And now the whole country is gorging on the scandal.
The moral of the story? I have always believed priestly celibacy just doesn’t hold water or logic. Men are men. And if they succumb to temptation, it’s not because they are bad. It’s just that the imposition of celibacy is like telling a river not to overflow, an avalanche not to cascade, a storm to silence its headwinds. In my time, I too have heard horror stories about "misbehaving" priests. There was the story of a seminarian who bolted the seminary. He recounted that often during the deep night, he was jolted awake because quite a number of his fellow seminarians were "mating" or involved in sex. A homosexual himself, he sought to enter the priesthood to "cleanse" his sins, indeed to carry out the priestly bow of lifetime celibacy. Horrified, he left.<br /><br />

It’s sad. The Church is the last of our moral bastions.<br /><br />

Whenever the political clouds gathered over our country, we always sought refuge in the Church. It was unflinching for God and nation, for mounting the pulpit and castigating those that had sinned, and sending the world of the Lord to palpitate in every home. As a kid in short pants, I was always in fear of Father Kelly, or Father Lolord, the first a firebrand, the second with soft accusing eyes to whom I confessed my sins at the Malate Church. But I felt purified after every confession. I respected the two priests who symbolized the Church of my early days, whose every word bore the imprint of a Jesus nailed on the cross. Of course, I have changed a lot since those days.<br /><br />

Now even the Church has seemingly joined the nation’s fast failing and faltering institutions. I am afraid we are back to the Church of the friars.<br /><br />

MANILA - Saying he was "praying" for President Duterte to see the light and have the humility to listen to others' views, Novaliches Bishop Teodoro Bacani said he would be willing to go into debt to raise P10 million for the President if the latter can prove his claim that the bishop has "two wives."<br /><br />

Bacani became the object of Duterte's ire after he expressed concern over the rising number – topping 4,000 – of so-called "deaths under investigation" that are not part of "official" police operations in the bloody war on illegal drugs, but are causing widespread public fear.<br /><br />

Bacani had spoken at the World Apostolic Congress on Mercy (WACOM) held recently in the country.<br /><br />

In a speech Tuesday afternoon before kin of the 44 SAF commandos who perished in the Battle of Mamasapano, Duterte flared in anger at the Catholic Church, mouthing expletives against bishops and church leaders, calling them corrupt and immoral.<br /><br />

His worst tirade was directed at Bacani, whom he accused of having two wives.<br /><br />

In an interview with Veritas Pilipinas, Bishop Bacani dared Duterte to present in public the two women who supposedly became his wives.<br /><br />

According to Bacani, he is ready to borrow P10 million to offer to Duterte as reward if the President can prove his claim.<br /><br />

"Unang-una, saan nakuha ng presidente yun? Alam mo, kung makapag-produce ang presidente ng kahit na isang asawa ko, bibigyan ko siya ng limang milyong piso. Kahit mangutang ako, kung maka-produce siya ng dalawa, makaka-sampung milyon ang presidente natin [First of all, where did the President get that? If he can produce at least one such alleged wife of mine, I'll give him P5 million. If he produces two wives, then even if I have to borrow  money, I'll make sure our President gets P10 million]," Bacani told Radio Veritas.<br /><br />

In drawing attention to the rising number of cases of "death under investigation" (over 4,000 or more than half of the total death toll of 7,000 in the war on drugs since Duterte took office seven months ago), Bacani apparently sought to tie the issue in to the WACOM's theme of mercy.<br /><br />

Bacani supported the view of Senate President Aquilino Pimentel III that it's not statistics per se that people wish to hear about, but the results  of so-called "DUI" cases. Police top brass have routinely dismissed most of the non-PNP deaths as cases of drug lords killing their rivals or sanitizing up their trail; or vigilantes supporting the anti-drug war.

It is the Church's sacred mandate, Bacani stressed, to save the lives of those who have gone astray, and this is why it wants the suspected drug users and pushers given the chance to fix their lives, not summarily executed.<br /><br />

He stressed that the Church supports Duterte's war on illegal drugs, which he acknowledged had ruined many lives.<br /><br />

In refuting Duterte's vicious attack, Bishop Bacani advised Duterte in the Radio Veritas interview to calm down and not fight the truth using lies and malicious tales against those who contradict him.<br /><br />

"Pero huwag naman niyang lalabanan ang katotohanan sa pamamagitan ng kasinungalingan at paninira ng kapwa. Maghunos-dili naman siya, presidente siya, hindi naman ordinaryong tsismoso," Bacani said.<br /><br />

He said it was beneath the President to sound like a neighborhood gossip.<br /><br />

"Kapag ganyan, masyado niyang dini-degrade ang pagka-presidente, bumababa ang tingin ng tao sa presidente na tsismoso, mali pa ang tsismis at hindi pa totoo [If he acts like that, he deeply degrades the presidency; people will just look at the President as a rumor-monger; worse, his gossip is pure fiction]."<br /><br />

Bacani rued that he had been accused of several things in the past, "but having a wife? I've never been accused of that."<br /><br />

Bacani, an outspoken bishop who spoke his mind during the Marcos dictatorship and during the Gloria Arroyo presidency, is used to controversy. He was once accused by his personal secretary of sexual harassment. He denied it, but was stripped of his administrative duties just the same. He resigned in 2008.<br /><br />

During the Radio Veritas interview, Bacani said he was praying for the day when Duterte finally sees the light.<br /><br />

He said the Church differs with Duterte only insofar as the way its anti-drugs war was being waged.<br /><br />

He said the church has been supporting the government campaign through various initiatives like community-based drug rehab and counseling centers.

De Lima: Duterte using Mamasapano to divert attention from leadership 'crisis'

Senator Leila de Lima on Wednesday accused President Rodrigo Duterte of using the Mamasapano massacre to cover up a leadership "crisis."<br /><br />
De Lima made the statement after Duterte said he would form a top level fact-finding commission that would reopen the investigation on the Mamamasapano tragedy, which claimed the lives of more than 60 people, including 44 members of the Special Action Force (SAF).<br /><br />
"The second anniversary of the Mamasapano incident is again being used by Duterte to divert attention from the crisis his current leadership is facing, rather than to actually give justice to the SAF and Muslim civilian victims of that armed encounter," De Lima said in a text message reporters.<br /><br />
De Lima said Duterte wants to "continuously demonize the past administration in order to cover up for his own lack of accomplishments and direction after six months into his term."<br /><br />
De Lima is a close ally and party mate of Duterte's predecessor, former President Benigno Aquino III.<br /><br />
It was under the Aquino administration when the operation was carried out in January 25, 2015 to neutralize Malaysian terrorist Zulkifli bin Hir alias Marwan.<br /><br />
Duterte criticized Aquino saying he fed the SAF 44 to the "lion's den."<br /><br />
De Lima said any probe initiated by Duterte would be a "mere surplusage," the results of which will be doubted for his "obvious bias" against the Aquino administration.<br /><br />
"Any further probe on the Mamasapano incident is best conducted shorn of politics. Duterte is the least qualified in directing such a probe given his propensity for prejudgement and to preempt the results of any investigation, as he himself has already declared the Mamasapano police action as a CIA operation," De Lima added.<br /><br />
Senator Antonio Trillanes IV echoed the sentiment of De Lima, saying a new commission to probe the Mamasapano massacre intends to deflect the failures of the Duterte administration.
"Panglihis lang 'yan sa mga kapalpakan ng administrayon niya," Trillanes said in a text message.

Vice President Leni Robredo on Wednesday vowed to help the family of a Filipina convict who had just been executed in Kuwait.<br /><br />
Noting that OFWs “sacrifice every day for their family and our country," Robredo in a statement called on Filipinos to “continue working for the welfare” of overseas Filipino workers (OFWs), following the execution of Jakatia Pawa.<br /><br />
“We offer our most sincere condolences to the family of Jakatia Pawa,” Robredo said. “We hope to connect with their family and help them through this trying time.”<br /><br />
Pawa, 42, was sentenced to death for murder in 2010 for the killing of her employer’s 22-year-old daughter in 2007. She was executed at 10:19 a.m. in Kuwait (3:19 p.m. Manila time) on Wednesday.<br /><br />
The Filipina, a mother of two, denied the crime, saying the victim’s family members had stronger motives to kill her employer’s daughter because of an illicit love affair with a male neighbor.<br /><br />
In a press conference confirming the execution, Department of Foreign Affairs (DFA) spokesman Charles Jose said there are 88 Filipinos on death row worldwide.

President Rodrigo Duterte on Wednesday promised survivors of Super Typhoon Yolanda in Tacloban City that they would move to their permanent housing units by March.<br /><br />
“March, lipat na kayo dito, at magbalik ako. Kung hindi matapos March, maggawa kayo ng limang krus, iyong parang kay Kristo. Ipakarga ko sa kanila at ikot-ikot dito. Pako ko lang,” he said, referring to the officials on stage including Cabinet Secretary Leoncio Evasco Jr. and Tacloban Mayor Christina Romualdez.<br /><br />
“July is too far away,” he added.<br /><br />
Duterte was in Tacloban City to lead the inauguration of New Hope Village in Barangay Sta. Elena.<br /><br />
According to the City Government of Tacloban, the New Hope Village has 1,000 units. A total of 900 have been turned over to beneficiaries, but only 500 have been occupied.<br /><br />
The slow rehabilitation in Tacloban City angered Duterte when he visited the area during its anniversary in during the anniversary of the tragedy last November, he said.<br /><br />
“Galit ako kasi three years after, iyan lang ang natrabaho ng gobyerno. And the first time I came here, I was not really very pleased and as a matter of fact, talagang pinapakita ko lang na kunwari, talagang asar ako, at hanggang ngayon kasali na kami, huwag na natin — do not excuse anyone,” he said.<br /><br />
“Sabi ko noon, 28 lang ang nakalipat. Kung 28 lang ang nakalipat ‘noong nandito ako November, sabi ko, ‘P— ina, itong project ninyo, sunugin na lang ninyo.’ Sabi ko, ‘I will back December.’ But I was not able to make it because I was very busy. But finally I decided to just check on the — how they fare with their jobs,” he added.
