This was during the resumption of the Senate probe on the death of Albuera, Leyte Mayor Rolando Espinosa.
Zubiri said that Dela Rosa may be disappointed with the involvement of several police officers in illegal drug operations.
"Sa tingin ko, ikaw na lang ang pinagkakatiwalaan namin. Ikaw na lang talaga ang pag-asa namin, because we believe in you," Zubiri said.
This statement made Dela Rosa emotional, saying afterwards that it was difficult to become the police chief.
"I, myself, sinasabi ko nga minsan hindi ko na alam kung sino ang pagkatiwalaan.... Like itong si Chief Inspector Espenido, nilagay ko siya doon as chief of police ng Albuera because buo ang paniniwala ko kahit hindi siya personally kilala," dela Rosa said.
He went on to say that he only wanted to reform the PNP.
"Gustung-gusto ko lang ma-reform ang PNP, kasi mahal na mahal ko ang organization namin kahit ako ay hirap na hirap na," Dela Rosa said.
"I will never surrender. Masasabi ko sa inyo, if you survive the board in the Academy, sa PMA, you will survive the world. Kaya ko 'to. Hindi ko ito uurungan. Lilinisin ko ang PNP hangga't sa makaya ko," he added.
Dela Rosa then urged the public to be more understanding of the work of the police.
"Medyo nahihirapan na rin kami. Nahihirapan na rin kami na mag-adjust dahil sa mga pangyayari. But please understand na kami po ay tao lang," he said.
Despite these obstacles, Dela Rosa said he would still continue his mandate to serve.
"Andiyan na kami sa sitwasyon na 'yan [pero] we will survive.... We will do everything humanly possible. Linisin natin ang PNP," he said.
"Hindi ako Superman, ako ay ordinaryong pulis lang. Pero since nilagay ako bilang chief PNP ni Presidente, gagawin ko lahat, lilinisin natin ito, even if it costs my life," he added.
Zubiri later apologized to Dela Rosa and clarified that it was not his intention to make him emotional. "My intention was to show you our support that we believe in you, General," he said.
He then approached the PNP chief to give him a hug.
Senator Francis Escudero, meanwhile, cracked a joke in order to lighten up the mood.
"Sabi niyo ho kanina, hindi kayo si Superman," Escudero told Dela Rosa. "Katabi niyo po si Batman," referring to alleged drug lord Kerwin Espinosa.
Espinosa used the code name Batman in his illegal drug operations.
