President Rodrigo Duterte announced that he used money intended as contribution to his campaign during this year's elections as gifts to barangay officials in his hometown of Davao City, where he served as mayor for 23 years.
In a speech delivered during a Christmas gathering at the Almendras Gym in Davao City on Tuesday night, Duterte said he would give each of them grocery packs and cash gifts amounting to P10,000 for barangay captains and P3,000 for barangay councilmen.
"Nakadawat naman siguro mo. Dugangan nalang nato. Bong, kay Presidente naman ang muhatag, 50,000 kada usa, Bong. Naa moy gamay nga madawat. Naminaw man siguro ang taga-Manila. Atong painggiton. Tag-100,000... ka pitik. Dili. Naa moy makuha. Ayaw lang mo pangutanag kwarta kay dili man ni graft and corruption kay sayo pa," Duterte joked as he called Special Assistant to the President Sec. Christopher "Bong" Go amid cheers from the crowd.

The President then explained that the money he was about to give was from a politician who wanted to contribute to his campaign.
However, he did not accept the money. He tried to return it but the politician did not accept it back.
"Ani ni. Naay nihatag nako niadtong sa eleksyon nga pulitiko. Wala nako dawata ang kwarta. Di pud niya dawaton. Ingon siya, 'Diha lang na siya sa imo'. Wa nako gi-report nga contribution because I did not accept it. Karon amigo na nako ang bana, dili tong anak. Ingon siya nga, 'Sabi ng father-in-law ko, ikaw na ang bahala niyan,'" Duterte said.

Duterte also revealed that he gave to hospitals some of the money given to him by the unnamed source.
He also reserved an amount for the officials of the 182 barangays in Davao City.
"Some of the money, gihatag nako sa mga, gigasto nako sa mga, hatag ko sa mga ospital. Tanan. Unya hatag pud ko almost all. Unya kaning inyo, nagreserba gyud ko because you know, I could have not been mayor kung wala pud mo mutabang sa ako," the president said.

Before moving on to another topic, Duterte assured the barangay officials that the gift-giving is not a form of graft and corruption because the money is not from government anyway.
"Ayaw mo ug kaguol nga graft and corruption because this is not the money of the government. It is money given to me which I tried to return, wala pud dawata. So, then niingon sila nga imo nalang na for charitable or whatever. So ako nalang nang ihatag sa inyo," Duterte said.

He added that he could not declare the money as part of his income because he only served as a temporary guardian.
