Lagman to Speaker: Allow conscience vote on death penalty bill

MANILA – Albay Representative Edcel Lagman on Wednesday urged House Speaker Pantaleon Alvarez to allow a conscience vote on the proposed bill reimposing the death penalty.<br /><br />
In a statement, Lagman said Alvarez “must liberate members of the majority coalition to advocate differing views and assure free debate on the revival of capital punishment.”<br /><br />
Lagman issued this statement after the substitute bill on the proposal to reimpose the death penalty on heinous crimes hurdled the House Committee on Justice sub-committee on Judicial Reform.<br /><br />
The congressman said the proposed measure is being railroaded, saying the sub-panel’s approval came without the 3-day notice and before other resource persons can present their testimonies for or against the proposal.<br /><br />
Lagman said the substitute bill was only approved because the ex-officio members outnumbered the regular members in the subcommittee.<br /><br />
He also argued that the proponents of the consolidated substitute bill failed to comply with the constitutional requirement of showing compelling reasons for the reimposition of the death penalty.<br /><br />
The heinous crimes covered by the death penalty proposal include drug-related crimes, treason, qualified piracy, qualified bribery, parricide, murder, infanticide, rape, kidnapping and serious illegal detention, robbery with violence against or intimidation of persons, destructive arson, plunder, and carnapping.<br /><br />
Alvarez and Capiz 2nd District Rep. Fredenil Castro jointly filed two bills, one seeking to reimpose the death penalty for heinous crimes.<br /><br />
In filing the bill seeking to reimpose the death penalty, Alvarez and Castro noted that the "criminal justice system has had to make do with penal laws that are perceived to be less than dissuasive. There is evidently a need to reinvigorate the war against criminality by revising a deterrent coupled by its consistent, persistent and determined implementation."<br /><br />
"The imposition of the death penalty for heinous crimes and the mode of its implementation, both subjects of repealed laws, are crucial components of an effective dispensation of both reformative and retributive justice," they pointed out.

Ang pinakamahalagang parangal sa yumao ay hindi isang magandang puntod. Mas mahalaga ang panalangin kaysa sa marangyang libingan.<br /><br />

Ang parangal sa yumao ay iginagawad nang kusa, hindi pinagpipilitang ibigay. Ang parangal sa yumao ay hinihintay na ipagkaloob, hindi ipinaglalaban na makuha kahit ano ang mangyari. Ang tunay na marangal ay hindi natatakot sa liwanag ng katotohanan, hindi nagtatago palihim. Ang parangal sa patay ay biyaya ng bayan, hindi bunga ng labanan ng abugado. Ang parangal na pinilit ay mapakla. Ang parangal na ipinagpilitang makuha ay nakakasuka.<br /><br />

Nananawagan ako sa pamilya ng yumaong Ferdinand Marcos. Huwag sanang gamitin ng mga buhay ang bangkay ng yumao para sa kani-kanilang pangarap at ambisyon. Sa katayuan ng yumaong Ferdinand Marcos, hindi na niya kailangan ang parangal sa libingan. Ang kailangan niya ay dasal. Hindi madaragdagan ang kanyang kapayapaan sa kabilang buhay sa pamamagitan ng puntod sa Libingan ng mga Bayani.<br /><br />

Handang magpatawad<br /><br />

Para sa mga pamilyang naiwanan, ang dapat gawin ay ihingi ng tawad ang kasalanan ng yumao. Lahat naman ng yumao ay nangangailangan ng kapatawaran. Ibalik ang ninakaw na mana. Iwasto ang pagkakamali. Ang awa ng Diyos ay naghihintay sa lahat ng taong mababang loob at nagsisisi.<br /><br />

Ang bayang nagra-rally ay handa namang magpatawad, bakit hindi? Subalit ang pagpapatawad ay hindi maaaring pagpapaubaya sa masama; hindi pagyakap sa pananakit at pandarambong. Ang pagbabayad-pinsala sa masama; ang kabayaran sa pinsala; ang paghingi ng tawad sa kasalanan – ang mga ito ay kailangan upang mapatawad, wika ni San Juan Pablo II.<br /><br />

Ang paglimot sa kahapon ay isang malaking kakulangan ng ating panahon. Kailangan nating alamin ang kahapon upang maitaguyod ang makabuluhang kinabukasan, sabi naman ni Pope Francis.<br /><br />

Bayan ang humihirang sa bayani, hindi ang libingan. Ang tunay na bayani ay bayani kahit saan ilibing. Ang huwad ay huwad kahit igawa ng monumento<br /><br />

Mga kabataan, alamin ninyo ang kasaysayan. Huwag magpalinlang sa mga may masamang pangnanasa na pagandahin ang pangit at madilim na nakalipas. Magbantay laban sa sinungaling! Manalangin at manindigan.<br /><br />

MANILA, Philippines – Lingayen-Dagupan Archbishop Socrates Villegas reminded anti-Marcos protesters at the nationwide anti-Marcos rally on Wednesday, November 30, to air their grievances out of compassion and not revenge.<br /><br />

"Sa anumang rally o symposium o protestang gagawin, palaging tandaan na ang paninindigan ay dapat na mula sa pagmamalasakit at hindi paghihiganti," Villegas said in a statement primarily addressed to his flock in the Archdiocese of Lingayen-Dagupan.<br /><br />

(In whatever rally or symposium or protest that will be done, always remember that your convictions should be out of compassion and not revenge.)<br /><br />

Villegas was referring to the protests on Wednesday against President Rodrigo Duterte's decision to allow a hero's burial for dictator Ferdinand Marcos.<br /><br />
Villegas, who is also president of the Catholic Bishops' Conference of the Philippines, explained in his message, "Ang pagmamahal sa bayan ay isang mukha ng pananampalataya sa Diyos." (Love for country is a face of faith in God.)<br /><br />

He said: "Kung sa inyong paninindigan, ang makisali sa mga rally ay kinakailangan at sa tingin ninyo ay bahagi ng ating tungkuling Kristiyano, kayo ay malugod kong hinihimok na dumalo dala ang aking basbas."<br /><br />

(If in your convictions, joining rallies is needed and is part of our Christian duty, I am pleased to invite you to join these with my blessings.)<br /><br />

'Huwag tayong magsiraan'<br /><br />

The archbishop then urged his flock to discuss issues and principles, and to avoid cursing and insulting people who espouse different views.<br /><br />

"Ang hinahanap ay katotohanan – katotohanang may pagmamahal. Huwag tayong magsiraan," Villegas said. (What we're looking for is truth – truth with love. Let us not destroy each other.)<br /><br />

In his statement, Villegas also requested parents to tell their children about the Marcos dictatorship, and not to sanitize its evils.<br /><br />

He appealed for prayers as well to solve the country's problems soon in a peaceful way.<br /><br />

The archbishop said: "Huwag lumimot. Manindigan. Makisangkot. Huwag pabayaang mawalang muli ang kalayaan." (Do not forget. Take a stand. Participate. Do not allow freedom to be lost again.)<br /><br />

Villegas was the former private secretary of the late Manila Archbishop Jaime Cardinal Sin, who helped oust Marcos through the EDSA People Power Revolution of 1986.<br /><br />

One of the leading voices against the hero's burial for Marcos, Villegas earlier appealed to the Marcoses, "Huwag sanang gamitin ng mga buhay ang bangkay ng yumao para sa kani-kanilang pangarap at ambisyon." (I am calling on the family of the late Ferdinand Marcos. May the living not use a corpse for their own dreams and ambitions.)<br /><br />

He also urged the Marcos family to ask forgiveness for their father's sins, as the nation is ready to forgive him.

MANILA - Senator Leila de Lima on Saturday lauded the move of Ombudsman Conchita Carpio-Morales to investigate the various allegations linking her to the illegal drug trade. <br /><br />
In a press statement, the embattled former justice secretary said it was "about time that the Ombudsman assert its primary jurisdiction over my case, and oust the DOJ [Department of Justice] of any authority to take over cases cognizable by the Ombudsman and the Sandiganbayan, especially in this instance where the DOJ has shown its lack of objectivity and interest in pursuing the truth." <br /><br />
She said the Department of Justice (DOJ), now headed by Justice Secretary Vitaliano Aguirre, as well as the National Bureau of Investigation (NBI), "have proven themselves to be nothing more than instruments of the present administration against vocal dissenters to the President, such as myself."<br /><br />
De Lima praised the Ombudsman for being the "most trusted and respected investigation office of the government" at present. <br /><br />
"To investigate such matters is the constitutional mandate of the Ombudsman. The public, including me, expects no less from the Ombudsman, especially Ombudsman Morales, who has time and again proven her competence, impartiality and capability to live up to our expectations insofar as making public officers accountable to the public is concerned. As a public officer, I am accountable to the people in both my past and present official capacities as DOJ Secretary and as Senator," she said. <br /><br />
De Lima she had expected the Ombudsman to conduct a fact-finding investigation, but described the allegations linking her to the drug trade as being in the "most absurd contexts." <br /><br />
She said the Ombudsman's probe will give her a chance to clear her name. <br /><br />
"I am not exempt from any Ombudsman investigation, as no public officer is, which is the clear intent of the Constitution. As one of the guarantees of the Constitution to assure accountability of public officers, I welcome the Ombudsman investigation, both as a regular undertaking of said office and as an opportunity for me to clear my record of any allegations of wrongdoing," she said.<br /><br />
On Friday, Ombudsman Morales said her office had given due course to the complaint against De Lima. <br /><br />
"There have been some leads. We're giving it due course by conducting fact-finding," said Morales at the homecoming event of the University of the Philippines (U.P.) College of Law.<br /><br />
Morales said the investigation is being carried out by the Deputy Ombudsman for Visayas.<br /><br />
Albuera, Leyte police chief Jovie Espenido filed a complaint against De Lima before the Office of the Ombudsman in the Visayas. <br /><br />
He accused De Lima of receiving payola from suspected Eastern Visayas drug lord Kerwin Espinosa.<br /><br />
De Lima has been critical of President Rodrigo Duterte's heavy-handed leadership even when he was still mayor of Davao City. As head of the Commission on Human Rights, she investigated extra-judicial killings by the so-called Davao Death Squad linked to Duterte.

Former President Fidel Ramos on Tuesday gave some "elder brother advice" to President Rodrigo Duterte and his administration, which he described as being disorganized and too focused on the war on drugs. <br /><br />
"Let me just say that they must put their act together for the people," Ramos, who was instrumental in convincing the former Davao City mayor to run for president, said during a forum with the Inquirer Group.<br /><br />
Ramos chided Duterte anew for skipping important international events, such as the gala dinner and photo shoot of world leaders at the 24th Asia Pacific Economic Cooperation (APEC) Summit in Peru.<br /><br />
"[There should be] No excuses, I will be there. I do not have jetlag, I don't have a bad back," the former president said alluding to Duterte's excuses for not attending the APEC events. <br /><br />
He also called out the administration for having highly qualified officials who cannot work together.<br /><br />
"They are not yet organized or fortified... this is probably the reason why we have been declining," he said, specifically citing the lack of sectoral representatives in the most recent Legislative-Executive Development Advisory Council meeting.<br /><br />
Ramos also criticized the government's priorities, which he said should include poverty alleviation and eventual elimination.<br /><br />
"The focus (on the war on drugs), although this is a good thing...it is not the whole thing...let us not have a tunnel vision," he said.<br /><br />
"We must have a comprehensive appreciation of the nation's problems and we must proceed on a broad front," he added.<br /><br />
He also said Duterte should stop flipflopping on the climate change pact, which aims to slash greenhouse gases and keep global temperature increases to "well below" 2 degrees Celsius. <br /><br />
"Tayo one step forward, two steps backward," he said.<br /><br />
Despite these criticisms, Ramos said he is still a big supporter of Duterte.<br /><br />
"That is the role of the kuya (elder brother) in the family... this is an extended family of so many millions (of Filipinos)," he said.<br /><br />
Similarly, he advised Vice President Leni Robredo to "stay in the team" because she has a "very important role" to play in the country.<br /><br />
"At this stage, I am trying to give my so-called 'best practices' of my own experience as a public servant of more than 50 years," he said.

MANILA - Senator Leila de Lima on Tuesday admitted that she contributed money for the construction of her former driver-bodyguard and lover Ronnie Dayan's house in his hometown in Urbiztondo, Pangasinan.<br /><br />
Speaking to reporters, De Lima said she gave money to Dayan, but clarified that it was from her earnings as a lawyer engaged in private practice. <br /><br />
"That was before I joined public service. 'Yun 'yung una kami, sa relasyon. Nung nagpagawa siya niyan, nagcontribute lang ako ng by tranches. Pero imposible pong total of P2 million 'yun. By tranches po 'yan, at tulong ko lang po 'yan," she said.<br /><br />
Dayan said he began his 7-year affair with De Lima a few months after he became her driver-bodyguard in 2007, when De Lima was still in her own law firm. <br /><br />
De Lima also said that she will never speak ill of someone she had a relationship with.<br /><br />
"Hindi po ako ang klaseng tao na sisiraan ko ang isang tao na naging bahagi ng buhay ko. That's not me. Hindi ko gagawin 'yan sa kanya. Kami lang ang nakakaalam kung ano 'yung naging relasyon namin. Kami lang ang nakakaalam. Alam niya kung sino ang may kasalanan, kung bakit natapos na," she said.<br /><br />
Dayan, during a House inquiry last week, said De Lima contributed P2 million for the construction of his house in Pangasinan.<br /><br />
He also clarified that he built an orange house in Urbiztondo, and not the much larger so-called White House owned by his brother-in-law, an OFW.

Activists protesting the burial of the former dictator Ferdinand Marcos at the Libingan Ng Mga Bayani spent the night before Wednesday's major rally outside the LNMB, GMA 7 morning news program "Unang Balita" reported.<br /><br />

The protesters staged a program during the night, during which a Martial Law victim recounted the events during the dictatorship.<br /><br />

The activists who spent the night at the LNMB were from different generations, though most of them were millennials.<br /><br />

Wednesday's rally is part of the continuing protest to the Marcos Burial, which critics said ignored the plunder and human rights issues surrounding his dictatorship.<br /><br />

The November 30 protest is a follow-up to the spontaneous protest held at the People Power Monument along EDSA on the day of Marcos' sudden burial, and the thousands-strong Black Friday protest held last November 25 at the Luneta.

Sen. Leila de Lima said that she was prepared for the two "worst case scenarios" that might befall her -  that she would either end up in jail or she would be killed.<br /><br />

"Naisip ko na lahat ng worse scenario: ikukulong and probably worse than that. Sana naman huwag nila ako patayin para naman mayroon akong konting laban," explained De Lima.<br /><br />

She stressed the importance of proving she had not been involved in the illegal drug trade as Justice secretary, saying, "Kasi they bury me, they bury the truth."<br /><br />

De Lima added that she was just waiting for the right time to answer all the accusations being hurled against her by the Duterte administration, which she claimed was orchestrating the relentless attacks on her.<br /><br />

"I just have to weather the storm and wait for that time when there's an atmosphere already for truth-telling," she explained.<br /><br />

Presently, she added, there was an atmosphere of "pananakot, pandidiin, pandikdik, pamumuwersa, lies and deception."<br /><br />

De Lima said she would wait for a time "devoid of any pressure, intimidation, or fear... In the meantime, haharapin ko na muna ang mga kaso."<br /><br />

Several cases have already been filed against her with the Department of Justice over her alleged drug links, which could earn her a life-imprisonment sentence if found guilty.<br /><br />

The House of Representatives, meanwhile, is threatening to cite her for contempt because she had asked her former driver-bodyguard to avoid a House inquiry.<br /><br />

Additionally, House justice committee chair and Oriental Mindoro Rep. Reynaldo Umali said they were considering filing an ethics complaint, a criminal complaint, and a disbarment case against De Lima over her affair with her driver-bodyguard.

Senate President Aqulino “Koko” Pimentel III on Thursday rejected a congressman’s call to remove Sen. Leila de Lima from office for allegedly preventing her former aide from testifying at a hearing in the House of Representatives.<br /><br />
“We have our own rules also in the Senate. Rule of law tayo,” Pimentel said during a press briefing in the Senate.<br /><br />
“But you know for a member of the House to tell the Senate to do something, ibalik ko siguro sa kanila, ibalik ko sa House, ‘do your thing first, before you ask us to do something,’” he said.<br /><br />

The Senate leader was reacting to Kabayan party-list Rep. Harry Roque’s call for the Senate to unseat De Lima should the latter refuse to resign over allegations she had warned her former driver and bodyguard, Ronnie Dayan, against attending the House inquiry.<br /><br />

Dayan claimed that De Lima had told him through his daughter not to attend the House’s hearing on the alleged proliferation of illegal drugs at the New Bilbid Prison when the senator was still justice secretary.<br /><br />
Pimentel said the House should first conduct a “mini trial” and come up with a final determination on Dayan’s claim.<br /><br />
“Let’s not be too excited. Let the House do what they have to do, observe due process, proper procedure and then give the Senate the official result of their findings,” he said.<br /><br />
“We’re still in this situation, then how come there’s a member of Congress telling the Senate what to do when the House has not even heard the incident, has not even charged her with anything, has not even come up with a final finding or order?” Pimentel said.<br /><br />
“Very premature kaya let’s not be too excited about this,” he added.<br /><br />
Besides, he said, the Senate had its own rules and ethics committee tasked to investigate erring members of the chamber.<br /><br />
The Senate leader repeatedly cited the general principle that no one is above the law.<br /><br />
Asked if the drug allegations against De Lima were affecting the integrity of the Senate, Pimentel answered no.<br /><br />
“There are 24 senators, we have our own lives, we have our own actions. Some probably beat a red light or cross the no pedestrian crossing zones, kasalanan ba ng Senado ’yan?” he further said.

MANILA - Senator Leila de Lima has asked the Supreme Court (SC) to act on her petition for writ of habeas data to put an end to the harassment and psychological violence committed against her.<br /><br />
The lady senator said despite his immunity to lawsuits, President Rodrigo Duterte is not immune from being sued in habeas data for "collecting and publicizing information about her private life."<br /><br />
"President Duterte is not immune from being sued in habeas data for collecting and publicizing information about her private life and alleged private affairs because his acts constitute slut-shaming, sexual harassment and psychological violence," she said in a statement.<br /><br />
De Lima filed a petition for writ of habeas data in the Supreme Court to stop Duterte and his allies from securing private details about her and using them against her.<br /><br />
She also cited several specific occasions where Duterte has repeatedly subjected her to crude personal verbal attacks based on "wrongful and unlawful collection."<br /><br />
For De Lima, Duterte's attack against her are "outside the realm of legitimate public concern," and are outside his mandate as the country's president.<br /><br />
"These wrongful acts are plainly outside of his power and authority as President of the Philippines, and that no reasonable person would differ from such conclusion," she said in her 14-page memorandum.<br /><br />
De Lima added that Duterte's presidential immunity is not automatically applied whenever he is subjected to judicial review.<br /><br />
"The interest in maintaining the dignity of women and protecting them from slut-shaming, sexual harassment, and psychological violence far outweighs the dangers of intrusion on the authority and function of the Executive Branch," she said.<br /><br />
The lady senator, likewise, asked to delete, destroy or rectify these "illegally obtained pieces of private information" against her. De Lima also asked to identify the foreign country that reportedly helped Duterte in acquiring this information.<br /><br />
De Lima's relationship with her former driver, Ronnie Dayan, was at the center on Thursday's House probe into the proliferation of illegal drugs at the New Bilibid Prison during De Lima’s stint as Justice secretary. But lawmakers ended up disappointed as the former aide denied ever knowing any of the inmates who accused him of receiving drug money for his boss.<br /><br />
Instead, several lawmakers feasted on Dayan’s affair with De Lima, which the driver said lasted seven years.<br /><br />
Prior to Dayan's admission about his relationship with De Lima, the senator had already come clean about it.

Presidential Peace Adviser Jesus Dureza on Sunday said President Rodrigo Duterte is taking "bold steps" to deal with the Maute terror group based in Lanao del Sur.<br /><br />
This comes amid the military's offensive in Butig, Lanao del Sur after the Maute Group occupied the old municipal building on Saturday.<br /><br />
"The President is fully aware of the challenges on the ground hence he is taking bold steps to deal with them," Dureza said in a statement.<br /><br />
He added: "The Maute situation is still a developing situation in Butig."<br /><br />
The military had said that the operation against the local terror group may last for one week.<br /><br />
Col. Edgard Arevalo, public affairs chief of the Armed Forces of the Philippines, said that at least 11 Maute group members have been killed and at least five others have been injured in clashes with government troops since Saturday.<br /><br />
Meanwhile, Dureza said the Moro Islamic Liberation Front (MILF) working in coordination with the military "to deal with the ground situation."<br /><br />
He said the MILF is also helping in the government's efforts to assist the residents of Butig town who have been displaced by clashes between the terror group and the military.<br /><br />
"Even the provisions for the affected evacuees are being assisted by the MILF to support government efforts to assist those adversely affected by the on-going stand-off in the area," Dureza added.<br /><br />
The Maute Group, which had pledge allegiance to the Islamic State of Iraq and Syria (ISIS), is led by Abdullah Maute, who is the alleged founder of a Dawlah Islamiya or a Islamic State based in Lanao del Sur.<br /><br />
ISIS may come to PHL<br /><br />
In his speech on Saturday night, Duterte said he was worried of the possibility of ISIS members transferring to the Philippines and other parts of Asia, including Malaysia and Indonesia.<br /><br />
He said that the ISIS had declared "the kingdom of the caliphate" in the Philippines.<br /><br />
"We try to avoid the contamination of ISIS. What we are afraid of is if the ISIS are pushed out and they lose a landmass, kailngan ka magluto, makiligo, they will try to come to Indonesia, Malaysia, the Philippines because they have declared the caliphate, the kingdom of the caliphate dito," he said.<br /><br />
Authorities suspect that members of the Maute Group were responsible for the deadly night market bombing in Davao City last September.

Federalism, President Rodrigo Duterte's campaign battle cry, was top of all other topics during the sectoral consultations for the proposed amendments of the 1987 Constitution.<br /><br />

In a statement on Saturday, Rep. Roger Mercado (Southern Leyte) said the proposed shift to a federal form of government "was the widely preferred choice by the guests and resource persons for they believe it will provide a venue for equal distribution of resources and decentralization of powers."<br /><br />

Guests and participants to the consultations, spearheaded by the House committee on constitutional amendments chaired by Rep. Mercado,  also believed that the shift will benefit largely the far-flung regions and provinces of the country.<br /><br />

The House panel concluded this week its series of public consultations on Charter change (Cha-cha), and collated the views of representatives from nine sectors and resource persons from 10 agencies and institutions.<br /><br />

Among those consulted were representatives of the urban poor, non-government organizations, research institutions, indigenous peoples, farmers and fisher folk, youth, labor, education, and professionals.<br /><br />

Resource person Lito Lorenzana, president and chairman of the board of Centrist Democracy Political Institute (CDPI), said they want a shift to "a system with clear division of authority between the national government and the regional governments..."<br /><br />

The present unitary-presidential form of government,  he said, is "one of the worst forms of government in the world, citing a study where the country ranks 150 out of 188 countries in the world that have the worst form of government."<br /><br />

Moreover he said, "Based on empirical data, the 10 most successful countries in the world have federal-parliamentary forms."<br /><br />

Preconditions<br /><br />
Lorenzana cited four preconditions for the effective shift to federalism:<br /><br />
<div>-Indispensability of real political parties with clear ideological orientation with defined objectives and concepts of governance;</div>
<div>-Enactment of a law banning political dynasties to level the playing field and provide equal opportunities to all capable leaders to serve;</div>
<div>-Passage of the freedom of information (FOI) bill to enforce transparency in all transactions in government; and</div>
<div>-The initiation of electoral reforms that would put in place a system that will not pervert the will of the populace.<br /><br />
University of the Philippines (UP) Political Science Professor Dr. Clarita Carlos enumerated possible benefits of a federal system.<br /><br />
She said it would give a lot of leeway and maneuverability to local governments as the country faces a full ASEAN integration, address political dynasties as political parties will be forced to discipline themselves or risk committing a political suicide, and it could be a venue to initiate moves to harmonize and standardize inter-parliament tansactions in the ASEAN.<br /><br />

Vice President Leni Robredo shrugged off accusations that she funded the "Black Friday" protest in Rizal Park on Friday night, where thousands gathered to show indignation against the burial of the late president Ferdinand Marcos Sr. at the Libingan ng mga Bayani.<br /><br />

In an interview in Naga City on Saturday, Robredo said such allegation was funny.<br /><br />

"Natatawa," the Vice President said when asked about her reaction. "Nahihirapan nga ako magpondo ng aking election case, ito pa kaya?"<br /><br />

The group Republic Defenders on Saturday alleged that Robredo and the Liberal Party funded the "Black Friday" rally.<br /><br />

"Siguro kung ako iyong pumupondo—lahat naman ng nakakakilala sa akin, alam naman na wala akong pera. Alam ng lahat iyon," she added.<br /><br />

Robredo's victory in the May polls is being contested by the late dictator's son and namesake, former senator Ferdinand "Bongbong" Marcos Jr., who lost the vice presidency by a little over 200,000 votes. She had said that she was more concerned over the legal fees than the merits of the case. <br /><br />

Robredo said the allegation that the "Black Friday" protest was funded was an insult to the thousands who participated in the protests, particularly the youth.<br /><br />

"At parang insulto naman yata iyan sa mga kabataan na nakikita naman natin ang mga rallies ngayon panay kabataan..." she said.<br /><br />

"Iyong sasabihin na pinopondohan ang mga rallies, na binabayaran sila para mag-attend ng rallies, parang, tingin ko, insulto iyon sa napakaraming sumasama dahil naniniwala at nakikita kung ano ang tama sa mali," she went on.<br /><br />

The Vice President strongly opposes the burial, which caught many by surprise last November 18.<br /><br />

In her strongest statement yet, she scored the Marcos family for "deliberately" hiding the interment from the public. She also reiterated that the late president was no hero, calling him "a thief, a murderer, and a dictator."<br /><br />

Asked in a separate interview in Manila if she will join the rallies, Robredo said there were no plans yet to do so, but that it may best to leave politics out of such gatherings.<br /><br />

"Sa ngayon wala pang plano kasi puno pa schedule ko. Pero tingnan natin in the next few days," she said.<br /><br />

She added: "Pero mas mabuti siguro labas na lang ang mga politiko sa mga ganoon. Mas mabuti kung hayaan na lang natin ang mga tao na mag-express ng kanilang saloobin."

Sen. Antonio Trillanes IV on Sunday said that member of the House of Representatives' justice committee failed only "made a fool of themselves" and failed to prove the guilt of Sen. Leila de Lima on drugs.<br /><br />
"Bottom line, wala silang na-prove. Hindi nila nakumbinse ang taong bayan. Nagkabuhol-buhol na yung script nila. These things will not stand in court. Bottom line dito hindi totoo, makikita 'yan ng taong bayan," Trillanes told radio dzBB in an interview.<br /><br />
Aside from this, he said that the congressmen focused on shaming De Lima as they questioned her former driver-bodyguard Ronnie Dayan during last Thursday's hearing.<br /><br />
Dayan said during the hearing that he last met suspected drug lord Kerwin Espinosa in November 2014.<br /><br />
Espinosa, however, said during the Senate public order committee's hearing last Wednesday that his last meeting with Dayan was in November 2015.<br /><br />
The Senate panel is investigating the killing of Kerwin's father, Albuera Mayor Rolando Espinosa inside his jail cell in Leyte while the House panel is probing the alleged illegal drug trade in the New Bilibid Prison.<br /><br />
Trillanes pointed out that the two witnesses also differed on their number of meetings. Dayan said he received money from Espinosa five times while Espinosa said he met with Dayan four times.<br /><br />
Trillanes said the testimonies of Dayan and Espinosa differed because the supposed events never actually happened.<br /><br />
"Kaya sila magkaiba kasi hindi totoo. I really doubt na nangyari yung mga kine-claim nila. Even body language, yung assessment ng testimony, hindi totoo talaga kaya mahirap magtahi ng storya na hindi totoo," Trillanes said.<br /><br />
Trillanes said during the interview that members of the House justice committee seemed to be the only ones who were satisfied with the hearing.<br /><br />
"Hindi maganda yung kinalabasan nun, except for the congressmen themselves. Siguro sila lang natuwa. Walang natuwa sa hearings na yun. Base ito sa reaction generally ng publiko na whether [President Rodrigo] Duterte supporter ka or hindi, hindi tama yun," Trillanes told radio dzBB in an interview.<br /><br />
Trillanes added that "levels of decency and civility" were lost during the House probe.<br /><br />
"Nakita mo yung levels of decency and civility wala na. Bastusan na, babuyan na. Yung Office of the President ginagawa yun pero parang nahahawa yung House. Itong president temporary lang 'yan, 'pag nawala 'yan sa puwesto babalik tayo sa dating sistema pero at least yung mga institusyon ay hindi masisira," Trillanes said.<br /><br />
Members of the House justice committee inquired about Dayan's affair with De Lima.<br /><br />
Trillanes said that unlike in the Senate hearings, the congressmen focused only on shaming De Lima instead of tackling only substantive issues that would help the lawmakers craft laws.<br /><br />
"Yung sa Senate kahit nagkakainitan yan, substantive yung issue na pinagdedebatehan hindi yung ganitong personal, parang bastusan na eh. Sana inisip nila na kung sila yung nasa lugar, kailangan ba yun? Konekteado ba yun? Talagang ang objective lang is pahiyain si De Lima," he said, also criticizing the solons for being non-repental.<br /><br />
"Ganoon ang politiko mahirap umamin ng pagkakasala, so panindigan na lang," he said.
