Robredo urges Duterte admin to ‘rethink’ strategy in drug war

Vice President Leni Robredo on Thursday said the Duterte administration might have to “rethink” its strategy in its campaign against illegal drugs.<br /><br />

This was in response to Malacañang saying President Rodrigo Duterte is considering the reactivation of the Philippine Constabulary to help the Philippine Drug Enforcement Agency (PDEA), now the assigned unit for the government’s crackdown on illegal drugs.<br /><br />

In an exclusive interview with News To Go, Robredo noted that the assessment should not only include the mere transfer of responsibility to another institution, but the government’s strategy as a whole.<br /><br />

“Siguro ‘wag tayong padalos-dalos sa pag-desisyon kung sino ba ‘yung mag-i-implement na... Una, kung itutuloy ‘yung programa, sino ‘yung mag-i-implement. It’s one thing to say na ililipat lang. Baka instead na sino-solve niyan ‘yung problema, lalong madagdagan,” the Vice President said.<br /><br />

She added: “Pangalawa, ito ba ‘yung gusto nating gawin sa pagsugpo ng problema sa illegal drugs?”<br /><br />

Robredo said this re-assessment might be needed since the extensive campaign was not able to solve the problem within the original six-month period set by Duterte, where more than 2,500 drug personalities have been killed in police operations.<br /><br />

Thousands of other deaths under investigation have also been recorded.<br /><br />

“Kasi it has been six months, hanggang ngayon may nahuhuli pang laboratories na malalaki, so ibig sabihin, even with all the killings in those six months, hindi naman deterrent siya kasi patuloy pa rin ‘yung drug trade,” she said.<br /><br />

Robredo reiterated that she is “all with the President in his war against drugs,” but added: “Pero hindi ako okay with Tokhang, hindi ako okay with extrajudicial killings.”<br /><br />

“Ang purpose nito hindi natin parang sabihin na tapos na ‘yung deadline, pero dahil six months na at wala pang nangyayari, kailangan siguro i-rethink natin what we are doing wrong,” the Vice President said. <br /><br />

Data from the Philippine National Police shows that 2,548 drug suspects have been killed and 52,877 have been arrested out of 43,432 police anti-illegal drug operations.
The PNP also visited almost 7,000,067 houses under Project Tokhang, where policemen visit the homes of drug suspects to appeal for them to mend their illegal ways.
Project Tokhang has so far resulted in the surrender of 1,177,817 drug suspects. Of those who surrendered, 79,338 were drug pushers and 1,098,479 were users. — MDM, GMA News

MANILA - Police can get anywhere from P8,000 to P15,000 to kill suspected drug users and pushers, according to an investigation released by Amnesty International on Wednesday, titled, If you are poor you are killed: Extrajudicial Executions in the Philippines' War on Drugs.<br /><br />

Amnesty International looked at 33 cases involving the killings of 59 people, and interviewed 110 people from 20 cities in Luzon, Visayas, and Mindanao.<br /><br />

One of these interviewees was a Senior Police Officer 1, who was part of an anti-illegal drugs unit in Metro Manila.<br /><br />

S/he said that the police were paid per "encounter", which Amnesty International referred to as "the term used to falsely present extrajudicial executions as legitimate operations."<br /><br />

"The amount ranges from P8,000 to P15,000... That amount is per head. So if the operation is against four people, that's P32,000... We're paid in cash, secretly, by headquarters... There's no incentive for arresting. We're not paid anything," the police officer said.<br /><br />

This proved that there was a "chilling incentive" to kill rather than arrest, Amnesty International.<br /><br />

The police officer even told them that some police had "established a racket with funeral homes, who reward them for each dead body sent their way."<br /><br />

Also part of this "economy of murder" were paid killers, who told Amnesty International that they took orders from a police officer who paid them P5,000 for each drug user killed, and P10,000 to P15,000 for each drug pusher killed.<br /><br />

The two paid killers Amnesty International interviewed also told them that they would get two "jobs" a month before President Rodrigo Duterte assumed office.<br /><br />

Now, they had three or four jobs a week.<br /><br />

Amnesty International also found that the police, based on "unverified" watchlists of drug users and pushers, would "storm" into homes and shoot dead unarmed people, including those who were prepared to surrender.<br /><br />

"The way dead bodies are treated shows how cheaply human life is regarded by the Philippines' police. Covered in blood, they are casually dragged in front of horrified relatives, their heads grazing the ground before being dumped out in the open," said Tirana Hassan, Amnesty International's Crisis Response Director<br /><br />

Aside from shooting "defenseless" victims, the police also fabricated evidence and stole from the dead. <br /><br />

Families were not spared from their cruel acts.<br /><br />

In Batangas City, a man was shot dead as his wife pleaded with the police for mercy. Afterwards, the police grabbed the woman, dragged her outside, and beat her up.

Some Catholic bishops slammed House Speaker Pantaleon Alvarez for apparently advising Filipino Catholics to convert to another religion should they be ostracized for supporting the reinstatement of the death penalty.<br /><br />
“This is a horrible advice, inspired by Satan!” said Sorsogon Bishop Arturo Bastes.<br /><br />
In a radio interview, Alvarez was asked if he would back President Duterte’s push for the reimposition of the death penalty when some Catholics reportedly were refused Communion when they supported the Reproductive Health Law.<br /><br />
“[I’ll] just give up the Catholic religion! The important thing is one believes in God,” said Alvarez, the author of a bill that would impose the death penalty in cases of heinous crimes.<br /><br />

“If that’s what the Church does [refusing certain people Communion for supporting the RH law], one could just look for another religion,” Alvarez added.<br /><br />
He also reminded Church leaders of the separation of Church and State. He added that the Church should focus on social work.<br /><br />
On Wednesday, the justice committee of the House of Representatives passed  a measure reimposing the death penalty.<br /><br />
Bastes said that not only Catholics are against the death penalty, as “[a]ll persons whose mind has gone beyond the barbaric practice of death penalty in the past ages are violently against the death penalty.”

Senator Leila de Lima on Monday dubbed the Philippine National Police (PNP) as “the most organized criminal group in the country.”<br /><br />

“The moment Duterte turned the PNP into a vigilante death squad, its transformation into an organized criminal syndicate has been completed,” De Lima said in a statement. “The PNP under Duterte can now be considered as the most organized criminal group in the country. <br /><br />

When you speak of organized crime in the Philippines, you speak of the PNP under Duterte,” she said. De Lima issued the statement after President Rodrigo Duterte’s own admission that 40 percent of the police are “corrupt to the core.”<br /><br />

The President, in a press conference in Malacañang past midnight of Sunday, also announced that his anti-drug war would be extended up to the last day of his term in 2022. But Duterte’s statements did not sit well with the lady senator, who warned that this latest “incongruence” had “dire consequences. <br /><br />

““This is why I continue to worry about the state of the President’s mental health. He displays signs of cognitive dissonance not only in his carefree monologues but worse, also in his official pronouncements,” De Lima said. <br /><br />

“This latest incongruence between his factual assertion of a rotten police force on the one hand and his reliance on them to continue prosecuting his drug war as official government policy has dire consequences, which means more killings by corrupt and criminal policemen.”<br /><br />

“And, as the kidnapping of the Korean shows, these criminal acts won’t be limited to drugs, as we have predicted, but will definitely expand to other police ‘cottage industries’ like kidnap-for-ransom and business shakedowns,” the senator said. De Lima was referring to South Korean businessman Jee Ick-joo, who was abducted by anti-drug operatives last October 18 and later killed inside the PNP headquarters.<br /><br />

The senator also expressed doubts on the government’s decision to temporarily suspend its war in drugs to focus on cleansing its own ranks first, saying it could just be part of its “media obfuscation strategy.”<br /><br />

“Aside from this, we hear contradicting pronouncements from his PNP Chief, Bato dela Rosa, who called for a halt to the drug war pending an internal cleansing in the police force. This can be all part of their media obfuscation strategy,” De Lima said. “We can no longer distinguish between the truth and the lies when this government speaks from the podium.<br /><br />

All of this of course is part of the so-called ‘gaslighting’ strategy of feeding the population with lies they want to believe while exerting control over the people through more lies.”<br /><br />

“In the meantime, the country continues to burn amidst all the administration-sanctioned killings and corruption perpetrated by none other than his most trusted police and DOJ (Department of Justice) officials,” she added. IDL/rga

The Philippine government respects President Donald Trump's order that halts the entry of refugees into the United States and temporarily bars travellers from seven Muslim countries, a Palace official said Sunday.<br /><br />
In an interview over dzRB, Assistant Secretary Ana Marie Banaag said imposing such restriction is the US' "right."<br /><br />
"[W]e respect the policy of the United States of America if they have prohibitions or they would be banning people from entering their country because that is their right," she said.<br /><br />
Banaag noted that they have consulted the Philippine embassy in Washington, D.C., on the matter, and would issue a comment on it after officials there have studied the order, including its parameters.<br /><br />
Signed Saturday (Philippine time), Trump's sweeping executive order suspends the arrival of refugees in the US for at least four months.<br /><br />
It also bars visas for travelers from seven Muslim majority countries, including Syria, for the next three months.<br /><br />
Gillian Christensen of the US Homeland Security said Trump's order also covers green card holders.<br /><br />
Christensen said green card holders would need additional screening before they are allowed to re-enter the US.<br /><br />
Trump's order has sparked resistance, with demonstrations held at major airports there. A federal judge blocked part of the ban, ordering authorities to stop deporting refugees and other travelers stuck at US airports.<br /><br />
Banaag said that they will "let the DFA (Department of Foreign Affairs) negotiate" should the ban affect Filipino travelers to the US.<br /><br />
She noted, however: "They have naman the visa, 'di ba? They have regulations on who are qualified to go to their country."

MANILA — Troops killed 15 militants and seriously wounded an Abu Sayyaf leader, believed to be the Islamic State's representative in the country, following air and artillery strikes in a southern province, a senior military official said on Sunday.<br /><br />

Isnilon Hapilon, also known as Abu Abdullah and a leader of the militant group Abu Sayyaf, might die as he needed immediate medical treatment, military chief General Eduardo Año told reporters, citing intelligence and communications intercepts.<br /><br />

"He needs blood transfusion. Without proper medical treatment, he may die," Ano said.<br /><br />

Troops on Thursday dropped bombs and fired shells at rebel positions in the mountains of Lanao del Sur in a bid to flush out Hapilon. The province is a stronghold of the Maute rebel group, which has also pledged allegiance to Islamic State.<br /><br />

Hapilon is on the Federal Bureau of Investigation's most wanted list for his role in the kidnapping of 17 Filipinos and three Americans in 2001 and carries a bounty of $5 million.<br /><br />

One of those killed is an Indonesian but Ano said they were still "digging and doing more investigation" about the foreigner's background. Hapilon was with two other foreigners whose nationality was uncertain, he said.<br /><br />

President Rodrigo Duterte appealed on Friday to the country's Muslim separatist groups to deny sanctuary to militants with links to Islamic State, warning a war would ensue that would put civilians in danger.<br /><br />

A day before he made the appeal, the defence minister said foreign intelligence reports showed Hapilon was getting instructions from Islamic State to expand in the Philippines, in the strongest sign yet of links to the Middle Eastern militants.<br /><br />

Duterte has said he could no longer contain the extremist "contamination" and urged two Muslim separatist rebels groups - the Moro Islamic Liberation Front and the Moro National Liberation Front - to rebuff Islamic State's advances.<br /><br />

Philippine National Police chief Director General Ronald dela Rosa said Monday that based on the claims of Supt. Rafael Dumlao III, there are officials of the National Bureau of Investigation involed in the kidnapping and killing of South Korean businessman Jee Ick Joo.<br /><br />

“Kung pagbabasehan natin ang kanyang (Dumlao) testimony, may matataas pa na opisyal ng NBI (na involved). So far sa PNP, sa kanya lang,” Dela Rosa told reporters after the PNP flag ceremony when asked if there were officials higher than Dumlao who were involved in the case.<br /><br />

He said Dumlao has expressed readiness to tell all on the incident.<br /><br />

“He is willing to tell all ... to give the whole picture of the story, according to his version kaya nga titignan ng imbestigador yan kung nagsasabi siya ng totoo na sasabihin niya lahat,” he said. <br /><br />

Dela Rosa said Dumlao, who is currently under restrictive custody at the Headquarters Support Service, is set to  execute his affidavit Monday.<br /><br />

“Today he is expected to be giving his affidavit,” he said.<br /><br />

The PNP chief said they are also looking for three more NBI assets involved in the incident, aside from Jerry Omlang, allegedly a driver of an NBI director.<br /><br />

“May tatlo pang NBI asset na pinaghahanap natin,” he said. <br /><br />

He said Dumlao belied the statement of Omlang that he is not connected with the NBI.<br /><br />

“Yung alyas Jerry, yung nagsurrender na nagsabi na agad na hindi siya nagtatrabaho sa NBI pero sabi ni Dumlao na everytime pumupunta siya sa NBI, nakikita niya yung alyas Jerry na driver ng isang opisyal ng NBI. Dahil yung asawa ni Dumlao is an NBI agent also,” he said.
